  5. INTRODUCTION: The Organization of Search and Rescue (SAR) in the United Republic Tanzania is a responsibility of government ministries, authorities, services and Organizations. These are committed to a cohesive and co- operative partnership aimed at the provision of an effective and efficient AMSAR capability.

  6. SCOPE OF URT SAR Key Function: Aeronautical and Maritime SAR services over land, sea, & inland water. Receive details of persons, vessels and aircraft in distress. Identify resources as appropriate.

  7. Responsible Agency The agencies responsible to coordinate aeronautical and maritime SAR are TCAA and SUMATRA respectively.

RCCs  We have established two separate RCCs, to cater for aeronautical and maritime SAR.  The maritime RCC is situated at the Dar es Salaam port and manned on 24 hrs 7 days per week , adequately staffed. The ARCC is established and maintained as on-call, located along side the ACC at the JNIA.

  10. RCCs Continued The ARCC can be activated at any time and is available to any a/c regardless to nationality. The service also extends to military a/c after consultation with TPDF. In Tanzania we have 14 ATSs units which serve as RSCs in the Tanzania SRR.

  11. RCCs cont.. Staffing of the ARCC is dependent on the scale of the emergency and subsequent SAR operations

  12. DESIGNATED SAR UNITS The State has designated the following as SAR units:  The Tanzania People’s Defense Force  Tanzania Police Force  Tanzania Ports Authority  Zanzibar Ports Authority  Anti- Smuggling Unit (KMKM)

  13. Provision of Medical Advice For the time being in Tanzania no agency responsible for the provision of medical advice to vessels and aircraft.

  14. Coordinated Aeronautical and Maritime SAR Currently there are no formal procedures for coordinating aeronautical and maritime SAR. Once the SAR Bill is passed the procedures will be designed and incorporated in the SAR Plan.

  15. RCC Communication Facilities The MRCC have the following facilities: Global Maritime Distress and Safety System (GMDSS) – for authorities ashore as well as shipping in the vicinity of vessel in distress VHF – MRCC guards channel 16 (156.8 Mhz) and channel 70 MF – MRCC is fitted with MF facilities capable of receiving and transmitting

  16. RCC Com Facilities Cont.. On a range of frequencies. SAR Radar transponder is the main means in the GMDSS of locating vessels in distress. The ARCC relies basically on COSPAS- SARSAT System which is relayed by a LUT in India to ACC. The ARCC has extensive communications via the ACC other ACCs and authorities.

  17. SAR Training Capacity TCAA policy train 1 SMC yearly but effective next financial year will be training 2 per year. SUMATRA, normally training processes entails for one to undergo a SAR training before becoming a full captain of a ship.
