The My Health Record system is a way of sharing important health information between Health Professionals and Health Organisations. The My Health Record system is an ‘opt-in’ system where a patient can choose to store their health information. Slide 6: My Health Record system [cont.]

The My Health Record system is safe and secure, it can only be accessed by professionals who have your consent to do so, it is easy to see which organisation has looked at a record, it is easy to change permissions or remove documents and it is very secure – so it’s private and confidential. Closing the Gap is a strategy that aims to reduce Indigenous disadvantage with respect to life expectancy, child mortality and accessing early childhood education, educational achievement and employment outcomes.

To monitor change, the Council of Australian Governments [COAG] has set measurable targets to monitor improvements in the health and wellbeing of the Indigenous population. These targets focus on:
- health
- housing
- early childhood
- education
- economic participation and
- remote service delivery
These targets are underpinned by building blocks. Slide 11: Target Early Childhood
Target Early Childhood
Young Indigenous children need equal opportunities to learn, develop and socialise. They need access to quality early childhood education and care services, along with child care and family support services [such as parenting programs and supports] They also need access to appropriate facilities and physical infrastructure, which include, sustainable early childhood education and health workforce learning frameworks along with
- pportunities for parental engagement.

Target Health
Indigenous access to adequate, preventive and comprehensive primary health care is essential to, reduce excess death rates, close the gaps in early childhood mortality and life expectancy. COAG commitments in this area recognise the importance of all parts of the health sector. Key components of health commitments include the responsiveness of, and accountability for, achieving government and community health priorities. The health building blocks, COAG focuses on include promotion

The My Health Record system along with appropriately supported initiatives could be an extremely useful tool as part of the Close the Gap initiative. The My Health Record system has the ability to:
- involve young people in their own health earlier by
encouraging them to use the My Health Record system
- enable greater consumer control of health giving them
empowerment and enhancing self determination
- support better collaboration between health professionals,
consumers and their families in the provision of health care
- identify consumers who require intervention earlier due to the
sharing of important health information
- enable remote and rural health services to gain access to
improved health information, meaning more informed decisions and interventions earlier

This means there is an opportunity to claim from the eHealth Practice Incentive Program [ePIP] and the Medicare Benefits Scheme [MBS] for eHealth based consultations. All Health professionals who use the My Health Record system can benefit. Especially those who provide services to newborns, young children and new mums, those who work in remote locations and work in locum roles and are not familiar with the community and community members. For Aboriginal Health workers and Clinicians, who work in remote or isolated areas, the benefits of the My Health Record system will make it easier to collaborate with other health professionals and allow them to share information with the wider team electronically [with the right software]. For Aboriginal Health workers and Clinicians, who provide services to newborns, young children and new mums, the benefits of the My Health Record system will include:
- access to the Australian Immunisation Register to review
existing immunisations
- joining-up services making it easier to spot potential issues
earlier and ensure that newborns and children that require further help are referred earlier and updating the My Health Record with details of the consultation with an event summary so other health professionals can easily access the information.
