Background – FY05 to FY06

  • HQ AMC/A6 made a strategic investment in the

mapping of Communications infrastructure at 12 AMC locations

  • Accurately locating “outside plant”

communications infrastructure

  • Providing a baseline Communications Mission

Data Set (CMDS), consistent with GeoBase CIP

  • Defining a clear and viable sustainment strategy

for the CMDS by Communication Planners, Cable shops, and other stakeholders

Process

  • Initial compilation of redlined hardcopy maps and

electronic Communications & Information Systems Installation Record (CSIRs) source documents

  • All enclosed structures (manholes, handholes,

pullboxes, vaults, poles) were captured using survey grade accuracy GPS consistent with USAF Combat Information Transport System (CITS) requirements.

Deliverables

  • Each installation included a connected and

attributed “point and line” Comm-Path network, suitable for display with CIP and other MDS’s in the GeoBase intranet-accessible map services

  • Linear structures were attributed to distinguish

between direct bury and conduit. Enclosed structures were attributed with an ID

  • Constructed in accordance with 38th Engineering

Installation Group (EIG) protocols and current SDSFIE

Pilot Study

  • The initial scope only required minimal

attribution, and no visualization of what is happening at each enclosure

  • For Scott AFB and Dover AFB, a request for a

pilot implementation of the CMDS through full conversion of the CSIR drawing records.

  • Included placing individual communications cable

features and attributes within the ducts, manholes, and trenches of the Comm-Path

Lessons Learned

  • Time difference between GPS’ing just enclosed

structures and GPS’ing both enclosed structures and previously marked comm path is minimal. Marked comm path removes the need to search for enclosed structures.

  • Best Workflow is to compile manholes, then

comm path, then duct openings in manholes, then cables

  • Divide work for different crews/compilers by grid

so they are converting in different geographic areas
