CD & Three Dimensions

Technical capacity in the broad area of fisheries Functional capacities to enable actors to plan, manage and sustain change.

Capacity: "the ability of people, organizations and society as a whole to manage their affairs successfully”. Capacity development: “the process of unleashing, strengthening and maintaining of such capacity".

Stakeholder Analysis Problem Tree Capacity Assessment

The assessment will be much stronger, more legitimate and have more validity if nationally driven by local partners. Self-assessments are stronger than externally led assessments. Hence, identifying and establishing partnerships with national champions is essential.

FAO PSM CD objectives

• facilitate the accession to the PSMA in order to bring it into

force as soon as possible and to ensure that it is accepted internationally in the widest possible manner

• contribute to the development of national capacity to maximize

the benefits available through the effective use of the Agreement

• promote bilateral, sub-regional and/or regional coordination

for the effective implementation of PSM.
