Cost Impact

Consequence on system design and involved system components:

  • SWAL 3 level or even SWAL 2 ?
  • How fits OpenSource into that concept?

Keep in mind that the requirements of handling aeronautical data are more complex than those of several other domains. Prominent example is the modelling of temporality.

COMMISSION REGULATION (EU) No 73/2010

Chapter II, Article 5:

  • 1. The parties referred to in Article 2(2) shall ensure that the

aeronautical data and aeronautical information referred to in the second subparagraph of Article 2(1) are transferred between themselves by direct electronic connection.

  • 2. Air navigation service providers shall ensure that the aeronautical

data and aeronautical information referred to in the second subparagraph of Article 2(1) are transferred between themselves in accordance with the data exchange format requirements laid down in Annex II.

Challenge

Different established procedures in different countries

Local standards

Complete re-structuring of AIS processes: Training of AIS staff, etc.

Appropriate telecommunication infrastructure

Worldwide harmonisation of AIS required?

Summary

EC 73/2010 could accelerate standardisation

EC 73/2010 compliant systems will fulfill ICAO AIS to AIM Roadmap requirements

EC 73/2010 will require a change process within the AIS offices

There will likely be no cost benefit
