  10. Santé 51 / Update One Team, One Mission: Your Success! Background: As part of it’s application for a Texas’ Defense Economic Adjustment Assistance Grant (DEAAG), Bexar County made a matching contribution that included the purchase of 51 acres of undeveloped land adjacent to JBSA-Randolph. Proposed Development: As it stands, designs appear to be in technical compliance with Air Installation Compatible Use Zones (AICUZ) and Joint Land Use Study (JLUS). However, JBSA continues to have compatibility concerns regarding the development. • Overall aircrew/community safety • Anti-Terrorism/Force Protection (ATFP) • Increased Bird/Wildlife Strike Hazard (BASH) • JBSA-Randolph current/future missions (T-7A) • Intended commercial structures (hotel/hospital) The Bexar County and JBSA partnership remains strong: Bexar County and JBSA are committed to protecting Randolph’s military mission space and focused on effective communication/dialog to reach a positive outcome.

Roost for Large Birds One Team, One Mission. • Multiple Species Roost on Elmendorf Lake, 3.3 miles northeast of the runway • Several hundred Cattle Egrets, Double- crested Cormorants & Great Egrets, among other species • Population varies by season and appears to be growing JBSA Vision: The Premier Installation in the Department of Defense!

Observed Flightpath One Team, One Mission. • Mostly Cattle Egret Roost Has Been Foraging to Southwest Landfill Agriculture, Fields, and Foraging • Flocks of 10-100+ cross north end Roost of runway daily between sunrise and sunset; 10- 200’ AGL • Flying toward landfill area 5.5 miles SW of runway and returning. A Joint Effort for Public Safety One Team, One Mission. • These species (like most birds) are protected under the Migratory Bird Treaty Act; with provisions (by a USFWS Permit) for dealing with public safety hazards, a partnership of agencies was assembled to help address this hazard: • US Fish and Wildlife Service • Texas Parks and Wildlife • Bexar County Harassment • USDA/Animal & Plant Health Inspection and Dispersal Joint Partnership Services/Wildlife Services Cease Aircraft • In Execution City of San Antonio Parks & Rec Operations when Observed • Joint Base San Antonio • Long-term cooperation with persistent and integrated Habitat Modifications to Make Less Attractive levels of mitigation is used to alter habitats, disperse the birds, modify behavior, and encourage safer habitats • Otherwise, serious mission impact for flight safety JBSA Vision: The Premier Installation in the Department of Defense!

  18. Reduce the Wildlife Hazard – Plan of Action One Team, One Mission. Habitat modification is the first mitigation strategy, producing more long-term cost/benefit gains • Reducing the canopy cover will create an undesirable area to roost • Continue to monitor area post modification for Egret return • Target late August Dispersal and Harassment is more labor intensive and, depending on the birds’ habituation to human presence, can be difficult to sustain. Persistence is key , and participation on a large scale may be needed to surge the effort • Media notification/signage/public information and cooperation • Police/Park Police/Fire Department support • Making noise, pyrotechnics, chasing/dispersing on a daily basis in the evenings while the birds attempt to return to roost • Timeframe is December – February, every evening; to prevent habituation and nests’ development before the first clutch JBSA Vision: The Premier Installation in the Department of Defense!
