Santé 51 / Update

Background: As part of it’s application for a Texas’ Defense Economic Adjustment Assistance Grant (DEAAG), Bexar County made a matching contribution that included the purchase of 51 acres of undeveloped land adjacent to JBSA-Randolph. Proposed Development: As it stands, designs appear to be in technical compliance with Air Installation Compatible Use Zones (AICUZ) and Joint Land Use Study (JLUS). However, JBSA continues to have compatibility concerns regarding the development.

  • Overall aircrew/community safety
  • Anti-Terrorism/Force Protection (ATFP)
  • Increased Bird/Wildlife Strike Hazard (BASH)
  • JBSA-Randolph current/future missions (T-7A)
  • Intended commercial structures (hotel/hospital)

The Bexar County and JBSA partnership remains strong: Bexar County and JBSA are committed to protecting Randolph’s military mission space and focused on effective communication/dialog to reach a positive outcome.

  • These species (like most birds) are protected under

the Migratory Bird Treaty Act; with provisions (by a USFWS Permit) for dealing with public safety hazards, a partnership of agencies was assembled to help address this hazard:

  • US Fish and Wildlife Service
  • Texas Parks and Wildlife
  • Bexar County
  • USDA/Animal & Plant Health Inspection

  • Long-term cooperation with persistent and integrated

levels of mitigation is used to alter habitats, disperse the birds, modify behavior, and encourage safer habitats

Habitat modification is the first mitigation strategy, producing more long-term cost/benefit gains

undesirable area to roost

Dispersal and Harassment is more labor

intensive and, depending on the birds’ habituation to human presence, can be difficult to sustain. Persistence is key, and participation on a large scale may be needed to surge the effort

  • Media notification/signage/public information

  • Making noise, pyrotechnics,

chasing/dispersing on a daily basis in the evenings while the birds attempt to return to roost

  • Timeframe is December–February, every evening;

to prevent habituation and nests’ development before the first clutch
