The Selection Committee

Adoption of the Homes

  • All contractors, volunteers, partners and community stakeholders will attend a meeting where all homes

selected will be displayed.

  • Each home will have a full project packet that will include:
  • Homeowner Information
  • Housing Assessment
  • Homeowner signed Hold Harmless Agreement
  • Inspector’s Report
  • Approved project budget
  • Picture Inventory
  • Project Check List & Scope Sheets
  • Project Kick-Off Date

Project Adoption and Planning

  • Once a home(s) are adopted by the contractor, company, or volunteer crew leader a private relationship between the

adopting entity homeowner(s) is established

  • Contractors should inspect the home(s) adopted within 1 week (3-5 days) of adoption
  • Contact homeowner and arrange a home visit
  • All paid contractors must provided a W9 and Certificate of Insurance upon project adoption
  • Contractors should purchase all materials 7-10 days from adoption
  • Contractors must fill out a Project Scope Sheet & Cost Estimate forms
  • Contractors may choose their own material supplier:
  • Supplies must be new
  • NELCDC will purchase all supplies
  • Contractors may obtain rehab materials in the following ways:
  • Purchase materials and request reimbursement from the NELCDC (invoice must first be approved)
  • NELCDC coordinates the rehab material purchase (not recommended)
  • Materials should be in within 14 days (2 weeks) prior to the community service day.
  • NELCDC strongly encourages the home repair projects be started and completed on the same day
  • If work cannot be completed in same day, contractor will have 30 days to complete work
  • Labor will be paid, as approved on the invoice, upon work completion. Must turn in project packets!

NELCDC’s Role in Adopt-a-Spot

  • Project planning, implementation, housing assessment, community organizing, and home repair project coordination
  • Simply put: Coordinate and fund projects
  • Manage deadlines: Keep in contact with contractors, volunteers, and inspectors; keep projects on task and ensure

material and labor is paid as agreed

  • Order material if needed (This is not recommended. NELCDC prefers not the be involved in the ordering or managing of
  • materials. It is not NELCDC’s area of expertise and it only complicates matters when NELCDC is involved in the process.)
  • Material can be planned for delivery or pickup.
  • NOTE: NELCDC will assist if needed but would like the contractor and/or volunteer crew leader to be responsible for

ensuring the material is at the location for the day of community service. NELCDC is responsible for material and labor costs and project coordination. We are seeking to work with qualified individuals to take care of the project and material coordination.

Budget

As a 501(c)3, NELCDC strives to be good stewards of the public funds received to complete rehab and beautification projects in north and east Lubbock. We will fund the materials and labor but we are also seeking to leverage resources and community support for this program.

  • 50% In-kind donation for labor

Ex: Total labor cost estimated at $1,000 for an 8 hour work day for 4 crew members.

  • NELCDC would pay $500 and

remaining balance would be an in- kind donation to use as a tax write

  • ff.
  • Volunteers could also be added to the

team to lessen labor costs.

  • Negotiated flat rate payment

for labor in lieu of an hourly rate/ laborer.

  • One paid and qualified Crew

  • Volunteer training and

coordination would be needed before the service day. All packages must be turned in to NELCDC staff before the payment for labor is provided.

  • INSPECTORS: Negotiated flat

rate payment or cost per scope depending upon the number of homes to be inspected. The overall project cost per house cannot exceed that amount. We will provide all interested parties with a scope of work

What Can You Do to Help!

  • Tell your friends and peers! This program will only be a success if we have community support! We need qualified

individuals conducting the home repairs on the houses adopted!

  • Give us feedback! You are the experts. If you think we “got it all wrong” and there is a way to “do it better” PLEASE

TELL US! You will not hurt our feelings! We want to do it right, for the community and for the residents we mean to serve!

  • Become a partner! Commit to supporting this program. Once the Selection Committee makes selections and budgetary

decisions, we will keep you all in the know. We will give you updates on project scope and estimates so when the time comes (May 2017) to adopt houses you will have an idea of what falls into the scope of work you can or are willing to do! We are slating the day of community service to take place in June 2017.
