  1. ADEQUACY REPORTING UPDATE Mark Gojmerac, IESO March 10, 2016

  2. Agenda • Changes to Market Manual 7.2 • Changes to the Adequacy Report • Update on RSS feeds for Advisory Notices • Proposed Parallel Run for Go Live • Updated Implementation Schedule • Next Steps 2

  3. Changes to Market Manual 7.2: Overview • Separation of SSRs and SAAs into the new reports: Adequacy, Transmission Limits, Advisory Notices and Zonal Demands • New submission method for market participants with energy limited resources (using Online IESO) • Threshold criteria for publishing Advisory Notices for Major Changes replaced with increased publication of information. • Examples provided when Advisory Notices for Major Changes or High Risk would occasionally be published. • Revised list of interface limits to report (discussed later) 3

  4. Changes to Market Manual 7.2 (cont’d) • Advisory Notices that will normally be published: Type Scenario System Advisory • Surplus Baseload Generation • Shortfalls in Operating Reserve • Shortfalls in or changes to Ancillary Services Emergency Advisory Emergency Operating State Market Suspension or resumption of all or part of the Suspension/Resumption market • Advisory notices that may occasionally be published: Type Scenario System Advisory Major Change (e.g. loss of substation, entire interface) Emergency Advisory High Risk Operating State (e.g. extreme weather) 4

  5. Changes to MM 7.2: Appendix D10 – Transmission Interfaces for Reporting • List of internal and external interfaces for which limit deviations are published • Updated to reflect nomenclature changes • IESO proposes reducing the number of internal limits to report: – Consistency with 18 Month Outlook reporting – Not impactful with control actions available for limit improvement – Some either redundant or no longer applicable 5

  6. Changes to MM 7.2: Appendix D10 Interfaces Proposed for Removal Limit Abbrev. Rationale for Removal DRAI Not impactful / control actions available WMFE 230 115 Not impactful / control actions available Canyon 115 kV Output Not impactful / control actions available SFW Global Not impactful / control actions available CLAS No longer applicable Nanticoke 500 kV Generation No longer applicable Nanticoke Total Generation No longer applicable Lauzon Transfer Not impactful / control actions available Lennox Transfer Not impactful / control actions available Cataraqui Transfer Not impactful / control actions available FID Not impactful / control actions available 6

  7. Changes to MM 7.2: Appendix D10 Interfaces Proposed for Removal (cont’d) Limit Abbrev. Rationale for Removal X1P Flow Into Dobbin Not impactful / control actions available 115 kV Dobbin Area Load Not impactful / control actions available P33C Inflow Plus Arnprior Not impactful / control actions available Beauharnois Delivery Redundant (captured by Beauharnois-Ontario import and export) D5A Import Redundant (captured by Maclaren-Ontario import and export) D5A Export D5A Transfer TEC Not impactful / control actions available 7

  8. Adequacy Report Recap • Last version (posted March 2015) addressed the following stakeholder comments: – Inclusion of Peak and Average Demand forecasts – Inclusion of Embedded Wind and Solar forecasts – Consistent format and content across all reporting timeframes (i.e. Days 0 to 34) – East/West zonal demand forecasts will continue to be published, through a separate report 8

  9. Adequacy Report Changes • Revised version now posted on the SE-AR page and includes the following changes: Added (rationale) Removed (rationale) Capacity Imports and Exports (capacity Wind and Solar ‘Offers’ (only sharing agreement with Quebec) forecasts available) Bottled Capacity (increased Dispatchable Load ‘Outages’ transparency) (currently no mechanism to calculate) Demand Response Bid, Schedule and Total Internal Resource ‘Bids’ Curtailment (inclusion of DR Auction) (captured under Dispatchable Load) Offered Capacity Excess/Shortfall (to differentiate from Installed Capacity Excess/Shortfall) 9

  10. RSS Feeds for Advisory Notices • 3 feeds available via IESO website: – Day 0 Advisory Notices – Day 1 to 34 Advisory Notices – Emergency Advisory Notices • Feeds include the following: – Version (unique feed ID with version no.) – Issue date (i.e. original date/time) & Update date – Start and End date (i.e. duration of the notice) – Advisory Type (e.g. System, Market Suspension etc.) – Short and Long Descriptions (e.g. Surplus Baseload Generation is forecasted) 10

  11. RSS Feeds for Advisory Notices (cont’d) • Approx. 1 min delay between IESO issuance and site publication • Sample files will be made available by March 30 th on the IESO Report Listing page 11

  12. Proposed Parallel Run for Go Live • 24 hours of parallel operation between old and new reporting systems proposed • Maintaining updated information in the old reports will be on a best effort basis 12

  13. Updated Implementation Schedule Date Milestone Details March 30 Schemas available: • Adequacy Report • Zonal Demand Forecasts • Advisory Notice RSS Feeds Week of Webinar Implementation training for all April 4-8 participants begins May 2 All reports available in Stakeholders have access to Sandbox reports in sandbox until Go Live Week of Market Trials begin Volunteer group required May 2 May 20 Feedback deadline for Market IESO to consider feedback and Trials prepare for Go Live June 21 Expected Go Live With 24 hour parallel run 13

  14. Next Steps • Stakeholder Feedback (due March 18) via engagement@ieso.ca: – Changes to Market Manual 7.2 – Update on RSS feeds for Advisory Notices – Proposed Parallel Run for Go Live • IESO Response (due March 24) • Next Webinar: First week of April 14
