Building for the Future Pupil Accommodation Review

Context for the Accommodation Review

The UCDSB has a roster of schools with almost 10,000 vacant pupil places The Ministry of Education funding for operating this vacant student space is declining The UCDSB has embarked on a Pupil Accommodation Review process, with the goal of reducing the amount of excess space to more efficiently direct its funding to the kinds of learning experiences our communities expect now and into the future

The purpose of the Accommodation Review Committees (ARCS)

Accommodation Review Committees (ARCs) provide local information and context that will inform the completion of a final staff report to be submitted to the Board on February 15, 2017 The Board will decide its response to the recommendations of the Final Staff Report on March 23, 2017

The Role of the ARC

The role of the ARC is to act as a “conduit of information” to assist the review process as a whole The essential mandate of the ARCs is to obtain information from their respective school communities in response to the Initial Staff Report, in order to assist the decision-making responsibilities of the Board of Trustees

ARC Membership

1 parent/guardian and 1 alternate parent/guardian from each elementary school impacted by the draft recommendations (selected by the respective school councils) 2 parents/guardians and 2 alternate parents/guardians from each Grades 7 to 12 school impacted by the draft recommendations (selected by the respective school councils) 1 elementary school principal; 1 secondary school principal; 1 superintendent of schools

This staff report represents a starting point for discussion The recommendations are draft only The ARC receives feedback on these recommendations This input will help the senior staff to prepare a final report This final report will be presented to the Board of Trustees on February 15, 2017 Final decision of the Board will be made on March 23, 2017

The Initial Staff Report: Draft Recommendations

• 1. Char Lan DHS be closed with the grade

7-12 attendance boundary for the school consolidated with St. Lawrence DHS and Cornwall Collegiate VS

• 2. S.J. McLeod PS and Williamstown PS be

closed and consolidated and located temporarily at the (former) Char Lan school facility Draft Recommendations Char Lan Feeder Group

• 3. An addition with significant renovations
• ccur at Williamstown school in

accordance with the UCDSB Capital Priorities Plan

• 4. A northern portion of the current

attendance boundary for S.J. McLeod School be consolidated with Laggan School and draft recommendations for the Glengarry feeder group of schools Draft Recommendations Char Lan Feeder Group

• 1. Glengarry DHS be closed at a future date to

be determined and contingent upon the possible development of a business case for an addition at Vankleek Hill CI and/or confirmation of opportunities to consolidate the current attendance boundary of Glengarry DHS with Tagwi SS and/or Vankleek Hill CI Draft Recommendations Glengarry Feeder Group

• 2. An eastern portion of the current attendance

boundary of Maxville School be consolidated with the Glengarry feeder group of schools a date to be confirmed pending Ministry approval of an addition at Roxmore School (Tagwi feeder group) and the UCDSB Capital Priorities Plan,

• 3. Effective September 2017, a northern portion
• f the current attendance boundary for S.J.

McLeod School (Char-Lan feeder group) be consolidated with Laggan (Glengarry feeder group) School. Draft Recommendations Glengarry Feeder Group

• 1. The number of K-6 elementary schools for

the Rothwell-Osnabruck feeder group of schools be reduced from two to one school with the closure of Longue Sault Public School

• 2. The grades 7-12 component of Rothwell-

Osnabruck School be closed and consolidated with an expanded grades 7-12 attendance boundary for Cornwall Collegiate V.S.

Draft Recommendations Rothwell-Osnabruck Feeder Group

• 3. Geographically, students from Longue Sault

P.S. attend Rothwell-Osnabruck P.S. for grades K-6 for Regular French/ English and Early Immersion in accordance with its current grades 7-12 attendance boundary

• 4. Students resident to the northern portion of

the current Rothwell-Osnabruck Regular French/English boundary (north of Ingleside) attend the Tagwi feeder group of schools (refer to Tagwi feeder group report).

Draft Recommendations Rothwell-Osnabruck Feeder Group

• 1. North Stormont PS and Maxville P.S be closed at a

future date to be determined pending Ministry approval for an addition at Roxmore PS in accordance with the UCDSB Capital Priorities Plan

• 2. Upon its closing, a western portion of the current

attendance boundary for Maxville School be consolidated with Roxmore School and an eastern portion of its current attendance boundary be consolidated with Laggan (Glengarry feeder group) School

• 3. Upon its closing, the current attendance boundary

for North Stormont School be consolidated with Roxmore School

Draft Recommendations Tagwi Feeder Group

• 4. Effective September 2017, a northern portion of the

current attendance boundary for Longue Sault School (Rothwell-Osnabruck feeder group) be consolidated with the Tagwi (Roxmore PS) feeder group of schools

• 5. September 2017 an “optional” attendance between

Tagwi School and Rothwell-Osnabruck School be aligned with Rothwell-Osnabruck (K-6) School and Cornwall Collegiate VS (grades 7-12) School.

Public Meetings

The public meetings will provide a face-to-face

• pportunity to receive information in a similar format to

the on-line survey for the accommodation review. All feed back will be given equal consideration, regardless if it his been submitted through the survey an/or through public delegations Delegations may also be heard by the Board of Trustees

Delegation Guidelines

• The Building for the Future Pupil Accommodation Review Guide for

Presentations at ARC Public Meetings, November 2016 and January 2017 The Building for the Future ARC Terms of Reference state that “Persons wishing to make presentations to the ARC at the public meetings must notify the ARC Chair by email 5 days before the ARC meeting.”

• Presentations are limited to a maximum of 10 minutes in length so that,

combined, they will not exceed more than 50% of the public meeting agenda.

• Please note the following criteria for presentations:

1. Only two persons will be designated to act as spokespersons for the delegation.

• 2. The time allocated for the entire delegation’s presentation is ten minutes.

3. Upon completion of the presentation, the Chair will allow up to five minutes for questions by ARC members.

• 4. There will be no debate between spokespersons and members of the ARC.
