Accessory Dwelling Unit (ADU):

  • Often referred to as “granny flats” or “mother-in-law suites”
  • Living quarters independent from a main structure on the same property,

such as a single family home

  • Smaller than the main structure
  • Can include amenities such as a kitchen, washer/dryer, office, bathroom, and

sleeping quarters.

  • Can be attached to or detached from the main structure
  • Shares utility connections with the main structure

Existing ADU policies

  • Within the Multi-Modal Transportation District (MMTD): a single ADU, attached or

detached, may be placed on any single-family or duplex parcel. Non-residential uses may have an attached ADU.

  • Outside of the MMTD: permitted in all zoning districts attached to or within

principal structure, or within an existing detached garage.

  • City-wide: cannot exceed one-third (1/3) the area of the principal use and is

limited to a maximum of 750 square feet when accessory to a residential use, or 1,000 square feet when accessory to a non-residential use.

Analysis and Observations

  • Within the MMTD at least half of the parcels analyzed would be limited to an

ADU of less than 500 square feet under current code maximum of 33 percent

  • f the principal structure.
  • Outside of the MMTD at least half of the parcels analyzed would be limited by

the current code maximum of 750 square feet.

  • Increasing the size restriction to 40 percent of the principal structure allowed

for more than half of the homes within the MMTD to be eligible for at least a 500 square foot ADU.

Policy Considerations/Staff Recommendations

  • Revise language to use the term “accessory dwelling unit” rather than

“accessory apartment” for consistency

  • Allow detached accessory dwelling units with single-family residences

city-wide

  • Allow for accessory dwelling units to be up to 40 percent the square

footage of the principal structure

  • Allow for single-family homes to be eligible for a 500 square foot ADU,

regardless of principal structure size

  • Increase the maximum ADU size to 800 square feet (consistent with

the current Leon County Zoning Code)
