- 2. Strategic approach: The five A’s
ARCHITECT A National Technical Framework (NTF) is to be developed and implemented to ensure that technical regulation development follows a common guideline, meets international obligations and that the division of work between regulatory authorities and the NQI is
- ptimally coordinated.
ACT The existing legal and regulatory framework for Curaçao is to be reviewed and modernized, to facilitate the implementation of the National Quality Policy. Care will be taken to benchmark it against international best practices, and to ensure that it complies with the international and regional
- bligations.
Enabling bills for the new institutions to be created by this policy will need to be developed. These bills will include at least the following: – The Standards Act of Curaçao. – The law creating National Inspectorate Body. – The law creating the National Quality Reference Laboratories. – The Metrology Act. – The Act establishing the Curaçao Accreditation Collaboration Agreement. – The Consumer Products Safety Act of Curaçao. – Food Safety Act of Curaçao.

ASPIRE
Modernize the legal and institutional framework, harmonize with international standards and guidelines, and establish and improve the framework for technical regulations, to ensure compliance and fairness in accordance with the law
ASSESS Currently, Technical regulations are developed and administered by Ministries responsible for agriculture, construction, electricity, environment, health, industry and trade, telecommunication, tourism, transport, petroleum and mineral resources, partly in accordance with WTO/TBT and SPS agreements.
ARCHITECT Relations with the WTO should be streamlined. There should be one enquiry point to provide information on market requirements, technical regulations and SPS measures. The Ministry responsible for trade acts as the Notification Authority. ACT Curaçao shall seek direct link with the WTO as an independent member. Curaçao shall investigate the possibilities for membership in the international standard setting bodies, such as the ISO (International Organization for Standardization), IEC (International Electrotechnical Commission) and ASTM (American Society for Testing and Materials), CROSQ (CARICOM Regional Organization for Standards and Quality) Possible alternatives for enquiry point within the ministry are identified and mapped out for decision making. Necessary legislation that meets international requirements such as the WTO-TBT and SPS Agreements and other international best practice shall be publicized. Institutional setting needs to be prepared to participate in international fora.

National Quality Council
- This Council is the governing body for QI in Curacao. It
would give all stakeholders a sense of ownership and help to drive the quality movement, and will develop strategies and promote the overall quality programs and campaigns. The Council will have representation from public and private sectors, civil society, and NGOs.
Quality Think Tank
- Establish a Quality Think Tank to promote research and
secure international grants to support the work of the National Quality Council.
NSB
– National Standards Body (NSB) is established to have international standards available in Curaçao and when needed issue Curaçao Standards (CS). – Initially the NSB Secretariat may be a Unit within the Ministry of Economic Development. – The NSB Secretariat is the focal point for developing, adopting, harmonizing, dissemination and publication of national standards in all areas in accordance with international best practices and requirements. – The NSB also participates in the process of developing regional and international standards and its Secretariat shall coordinate these activities. – The NSB Secretariat acts as the National Enquiry Point
- n Technical Barriers to Trade (TBT) matters.
NMI and LMD Office
– The National Metrology Institute (NMI) responsible for scientific and industrial metrology and, with assurance that the traceability of metrology standards would link to National and International Metrology reference Standards – The LMD Office, a department within the Ministry of Economic Development, will be prime responsible for Legal Metrology development and market surveillance – Initially, to minimize operational costs, the NMI and LMD could be established under the NSB Secretariat until the capacity of the two departments is enough to create an autonomous body called the National Metrology Organization (NMO), with each section having separate and independent responsibilities and functions under the NMO.
NIB
- A National Inspectorate Body (NIB) of quality and safety
inspectors should be established to build an effective system for providing inspection services to meet specific needs of regulators, other government authorities or private companies.
