UNIDO’s mandate

Inclusive and sustainable industrial development (ISID)

  • every country achieves a higher level of industrialization and benefits from

the globalization of markets for industrial goods and services;

  • no one is left behind: industrial growth must bring prosperity to women

and men, to rural communities as well as urban dwellers;

  • broader economic and social growth is supported within an

environmentally sustainable framework;

results, lessons and good practices

UNIDO is currently undertaking a results, lessons and good practices review of its LDC-focused work since 2012, in order to:

  • contribute to the monitoring and review of the IPoA;
  • support preparations for the Fifth UN Conference on LDCs;
  • improve UNIDO’s own strategy.

The following examples demonstrate how UNIDO contributes to the IPoA Priority Areas. They highlight positive results and lessons that can improve future initiatives.

Cambodia: Reducing GHGs through improved energy efficiency in industry

Results

  • for participating institutions, the project-demonstrated measures

delivered an average of 5% cost savings and reduced annual emissions by over 43,000 tCO2eq.

  • a ‘snowball’ effect was triggered: competitors of project

participants also adopted the project-demonstrated measures in

  • rder to maintain competitiveness.

Lessons

  • for long term sustainability of project results, key government

ministries need to take more ownership in the project.

Benin: Strengthening productive and trade capacities

Results

  • technical support delivered tangible productivity increases: output

rises by 300% at local clothing company; losses for local fish- farming enterprise shrink from 60% to under 15%.

  • domestic capacity for the provision of technical business support

has been developed, with 35 consultants trained through the project and actively advising Benin enterprises. Lessons

  • business support services cannot be designed ‘externally’: they

need to be developed with and led by national support structures and the domestic private sector.

growth in income and/or an increase in work opportunities for the majority of participants.

  • in Somalia, participants were less likely to join local armed groups

as a direct result of the project training and conflict resolution activities. Lessons

  • in short-term project plans, expectations are often too optimistic:

for example, meaningful, sustainable institutional capacity development cannot be delivered within a one-year period.

delivered coherently ‘as one’.

Gambia, Tanzania: Renewable energy mini-grids

Results

  • the Gambia project directly supported the development of the

national Renewable Energy Law, as well as a standard Power Purchasing Agreement (including a Feed-In-Tariff).

  • the Tanzania project raised awareness of and mobilized domestic

resources available from the Rural Energy Agency. Lessons

  • projects build awareness of existing domestic initiatives and

resources and facilitate support for and access to those resources. The result is good for the beneficiaries and end-users as well as for the national authorities looking to promote their own work.

Sudan: Recovery of coastal livelihoods – modernisation of artisanal fisheries

Results

  • physical and market infrastructure improvements have strengthened

the involvement of coastal communities in the value chain and, as a result, their income-generating opportunities.

  • the project changed the way fisheries’ resources were utilised,

modernising the industry and providing a clear road map. Lessons

  • focus on women empowerment was central, integrating women into

the general economic life of their communities. As a result, more than 90% of women increased their income and their contribution to the broader welfare of their households and communities.

  • the PCP has supported the mobilization of resources for priority

sectors, including from the Ethiopian government. Lessons

  • from the outset, the PCP has received strong government ownership.

incorporate all stakeholders. This has served to focus partnership- building and improve the coordination of donor inputs and resources.

  • founded on a multi-stakeholder partnership to ensure synergy and maximize

impact;

  • delivers an integrated service package by combining UNIDO’s advisory and

normative services, technical assistance and convening function;

  • aims to unlock public and private investment in selected priority industrial

sectors.
