 Bryan’s wife Rose is a nurse in Regina. They have 3 children and 3

 Attends RCMP planning sessions annually  Between Parent Enterprises, his business, and doing minutes, books,

purchasing and other duties for the above, spare time is spent have a beer in ‘My Little Mexico’, his shop after work. Over the past year, his granddaughter has been a major focus in his life.

Councillor – Alan Currie

 Been on council for 3 years  Alan grew up near the town of Penzance where his family farmed, but

eventually moved to Regina. His family moved to Bangladesh for 2 years, after which they returned to Regina. Alan completed high school in Regina and then attended the University of Regina majoring in Chemistry.

 Alan works for SaskTel as a Trunking & Switching Technician.  He is a member of the Sedley Fire Department.  He’s married to Amanda and they have two children.

 Been on council for 2 years  Donald was born and raised in Sedley.  Owner of D & B Trucking providing grain and fertilizer services in

Saskatchewan, Manitoba and Alberta

 Donald is an active member of the Rink Board, coaches the Junior

Novice Rebels hockey team and is a representative on the Quad Town Minor Ball committee.

 Donald enjoys camping, golfing, hockey and family time.

510 – General Government

 Effective July 1st, Office hours will change to summer hours

 Monday & Tuesday – 9:00 AM – 5:00 PM  Wednesday – 9:00 AM – 4:00 PM

 Reminder the Office accepts online payments for water/sewer &

  • taxes. On our web site, you can also make payments using your

credit card. We also accept e-Transfers.

510 – General Government

 Two tools we use to ensure things get done on schedule and in a

timely manner are our Action Log and Action Plan.

 The Action Log items are typically day-to-day tasks and items

identified at a Council meeting.

 The Action Plan contains items that need to be completed by a

certain date and are done on a regular basis.

 Standard Operation Procedures (SOPs), policy statements are in

place for consistency in delivery of services

 Maintenance schedules in place for equipment (tractor, grader,

etc.)

 In 2014, there were 67 action items opened on our action log…all of

which have now been closed except for 5.

 This ensures things are not forgotten and that we are held

accountable for discussions at each meeting.

510 – General Government

 Property Tax Update

 There will be an incremental property tax increase in 2015.  Mill rate is set at 4.35 mills – same as last year  Base Tax is $725 – up from $675. A base tax ensures that every property

pays the same amount for services it uses, snow removal, garbage pick- up, fire protection, police protection, etc.

 Minimum tax is $150 – up from $125, this applies to vacant lots

510 – General Government

 Many of you would have noticed a Library levy of $36 on your taxes.

This levy was implemented to off set the costs of the Sedley Branch Library.

 With a reduction of volunteers, it’s becoming more & more

challenging for our community volunteer boards to raise enough funds to continue offering the programs and services we value in

  • ur community.

 We’ve amended the library levy to the Sport, Culture & Recreation

  • levy. Funds collected with this levy will be shared with the different

boards such as Sedley Gym Hall, Sedley Rink, etc. on an as needed basis.

 On your 2015 tax notice, the Sport, Culture & Recreation levy will be

$80.

New Village Sign

 The sign is now almost complete!  All that’s remaining to landscape with trees and shrubs. SSAY Green

Committee will be purchasing and planting the trees and shrubs.

Projects Completed in 2014

 Ditch sculpting initiative – Phase II  Spray Grass initiative  Empty building behind new shop was demolished  Launched the Sedley Facebook page  Implemented e-mail notification of emergency situations (power

 Upgraded office computer equipment  New lawn tractor  Updated our Emergency Measures Plan. Jacques Poissant is our

EMO Coordinator. This plan is a legislated requirement for all municipalities.

Looking forward to 2015

 Phase III of the Ditch Sculpting Initiative will begin this week.

Assiniboia Avenue (Rink Road) will be completed from Martin Street to the Church and all of Glenn Street will be completed. There will be other areas that will be reviewed as well.

 Water Treatment Plant Upgrade & Lagoon Expansion – both of these

initiatives will be discussed in more detail later in this presentation

 Resurfacing the tennis court as well as repairs to cracks and heaves

in Railway Avenue (AKA the Service Road)

520 – Protective Services

 An annual grant of $7,000 is allocated to the Fire Department to

assist with operations and training costs.

 In 2014 the Village also spent approximately $6,600 on other

  • perating costs such as power, heat, insurance and miscellaneous

repairs.

 The Fire Department received a grant from Alliance Pipeline for the

purchase of new turnout gear

 Members of the Sedley Fire Department are Justin Aspelieter,

Andrew Baker, Carter Baker, Dion Baker, Alan Currie, Shawn Forbes, Bryan Leier, Karen Leier, Len Parker, Rylan Parker, Sue Parker, Dan Perras and Kathleen Shewfelt

520- Protective Services

 With the events that occurred in Francis, we’d like to assure Sedley

that our fire team is well equipped, trained fire team

 There are 15 hydrants in Sedley – all are tested twice a year to ensure

functionality and repaired as necessary

 In the last 3 years Sedley has invested over $75,000 in the Fire

Department (equipment and training)

 From 2012 to 2014 our fire team has responded to 5 MVAs and 9 fires –

  • ne of which was in the Village

 Fire Protection Bylaw/Agreement with RM of Francis

 Len Parker is our fire chief. We would like to thank him and his team

for its dedication to keeping our community safe.

 The Fire Team is always looking for new members. If you are

interested in being a volunteer fire fighter, contact Len Parker or Samantha Gillies.

520 – Protective Services

 We work closely with the RCMP – Fillmore Detachment to enforce

bylaws and keep our community safe.

 We receive monthly statistics on police activity in our area  In the month of April 2015 there were 176 reported incidents. The most

common violations were speeding violations (76). There was an increase of incidents over last April, mostly related to traffic violations.

 Fillmore Detachment has a full complement of staff, so you will see an

increased police presence in the village and surrounding communities

520 – Protective Services

 Sedley 1st Responders is another critical volunteer organization in our

community.

 1st Responders are trained for all types of medical and trauma

emergencies.

 Made up of a group of volunteers, so we cannot guarantee

response to every 911 call.

 Members of your 1st Responder team are Shawn Forbes, Shauna

Forbes, Dion Baker, Sue Parker, Sabrina Gulka, Donovan Haus

 Public Works Foreman – Al Irvine

 Al and his wife Patti have lived in Sedley for 17 years  They have 3 kids – Jason, Danny and Nicole  Al has worked for Sedley for 3 years  Al enjoys hunting for big game, camping, golf and sitting around a

camp fire having a couple of drinks

530 – Transportation Services

 We are very happy to announce that effective June 4th, 2015 Al

has completed his Class 1 Water & Wastewater System courses and is now certified Operator # 2359 for Class 1 Water & Wastewater Systems through the Operator Certification Board – Congrats Al!

 Al also completed his Confined Space training which is an OH&S

requirement for equipment operators. We also implemented a confined spacy policy.

 Al also attended many training workshops during the

course of the year. On-going training is a requirement for all operators.

530 – Transportation Services

 We have hired Assistant Foreman to work with Al this summer.

Anticipated start date is June 1st.

540 – Environmental Health Services

 We currently have the only landfill in the RM of Francis that

accepts all household garbage and other permitted refuse. We are inspected quarterly by the Ministry of Environment and are pleased to say we have been reissued our Permit to Operate

 Landfill hours are as follows:

 Beginning May 20th the landfill is open Wednesday’s from 6:00 PM –

9:00 PM and every Saturday from 9:00 AM – 2:00 PM

 No change in the cost associated with taking loads to the landfill

 Our Annual Village Clean Up Day (NKA Free Dump Day) was held

  • n May 16th, over 77 loads were taken to the dump!

 There will be Free Dump Night on Wednesday, May 27th from 6

pm to 9 pm

540 – Environmental Health Services

 As reported last year, with the successful launch of single stream

curbside recycling in August 2013 we continue to reduce the amount of waste routed to our landfill..

 Loraas Disposal increased the recycling rate effective January 2015.

The new monthly cart fee is $6.55/month/cart. As a result, we have increased the cost to residents from $4 to $5/month. This is effective April 2015 and you will notice the increase on your next utility billing.

 The vacant lots on the corner of Prairie Avenue and Martin Crescent

have been listed with a realtor.

 These lots are for sale for $40,000 each.

 Once again public skating was very popular!  Over the past 4years we’ve completed very significant projects

 New dressing room  Arch repair  Installed Plexi-glass around the ice surface  Installed an AED unit

 Sedley Gym Hall

 We have some new members on the Board and it has undertaken new

fundraising activities

 New caretakers were hired – Tara Carter & Lisa Hein. We thank Lori for

her many years of service.

 We applied and received a grant from the Heart & Stroke Foundation

for the installation of an AED unit. Members of the Gym Hall Board and the community have received training on how to operate the unit.

 Watch for information on the 2nd Annual Back to School Bonfire

 Sedley Library

 Sedley Library offers many fun activities for people of all ages

 Mom & Tots Group – Monday’s at 11:00 AM  Kids Christmas Shopping – December each year

 2016 Village grant will remain the same as 2015  Library Hours are Monday’s 10:00 AM – 2:00 PM; Tuesday’s and

Thursday’s 5:00 PM to 8:00 PM

 Go down to the library on June 4th for BBQ & Books. $2 will get you a

hot dog, drink and a freezie. Peruse the free book table for all your summer reading.

 We’d like to thank Shauna Forbes for her 15 years of dedication to

the Sedley Library. Shauna retired this spring.

570 – Recreation & Culture

 Sedley New Horizon’s Community Centre

 Also known as the senior’s centre, but it’s not just for senior’s  Host brunches regularly as well as crib tournaments (2nd & 4th Tuesday

  • f the month) and many other events – watch the Events Calendar
  • n our web site for events and details.

 Also part of the SSAY Green Committee and leads this initiative to

improve green spaces in our community as well as caring for the flower planters that beautify our community.

 Sedley Parks & Recreation Board

 The Parks & Rec board received provincial funding via Sask Lotteries  Parks & Rec distributes the funding out to various boards in our

community

570 – Recreation & Culture

 Sedley Spray Park Committee

 Is a group of 13 Sedley residents who are dedicated to raising funds to

build a spray park in our community.

 Aim to raise $150,000 to cover the construction and components of a

spray park.

 This group of volunteers feels that there is a need for further recreational

facilities in our growing community, especially for our youth. A spray park is a fun and unique way to encourage exercise. We hope it will create a sense of community as it will be a gathering place for families. We intend for it to be a regional attraction, drawing in residents from

  • ther towns to bring business to Sedley.

580 - Utilities

 In 2014 Council passed a bylaw to increase water rates and

sewer rates by $10/quarter. As per legislation, we are required to wait for Saskatchewan Municipal Board approval prior to increasing the rates. We have received approval for this bylaw and new charges will be reflected on your next bill.

 Average water / sewer charges will be $175/ quarter ($700/year)

– which includes $10 landfill fee and $15 recycling charges

 We continue to offer the Toilet Rebate Program to residents. We

will grant a $25 rebate for every approved low-flush toilet

  • installed. Contact the Office for additional details.

580 - Utilities

 Extensive repairs are required for the Water Treatment Plant.  Total project cost is approximately $220,000.  We are currently waiting for responses from various companies

before choosing a contractor and getting the project underway.

 In November we held several strategic planning sessions and all of

council participated

 These sessions focussed on plans in the 1 – 5 year time frame.  Key strategic priorities include:

Strategic Planning

 Another priority identified was to partner with SaskPower to install

LED street lights.

 The cost for lighting our village is approximately $10,800 per year!  Replacing the current bulbs with LED’s would cost approximately

$54,000 which would be recouped within a few years.

 At this time SaskPower does not have a LED solution. We will

continue to contact SaskPower to come up with a viable, cost- effective solution. We have other communities that would be willing to convert to a LED solution and we hope together we can pressure SaskPower to find a solution.

Governance

 Governance is the process of decision making and the process

which decisions are implemented (or not implemented).

 We have adopted good governance practices to assist in:

 Decision making  Future planning  Bylaw enforcement and implementation  Budget process and financial accountability

Drainage

 Phase III of this project will get underway in the next week with

the sculpting of Assiniboia Avenue from Martin Street to the

  • Church. Glenn Street will also be part of this project plus a few
  • ther areas around the village

 As we investigate possible solutions for drainage on Broadway

Street we are requesting everyone ensure they park diagonally in front of the library, credit union and post office.

 Also, please remove your vehicles including trailers and campers

from the street so that roads can be maintained properly (grading, snow blowing, etc).

Inter-Municipal Partnerships

 We will be meeting with the RM of Francis June 11th to further

develop a partnership on initiatives for the betterment of all communities in our RM. Some of these initiatives include:

 Dust control  Fire Department  Joint use Landfill  Strategic Planning

 Sam meets with administrators from Vibank, Odessa, McLean,

Qu’Appelle and Indian Head quarterly to share knowledge and investigate possible partnership initiatives. Single stream curbside recycling was a result of this working group.

Safety

 First and foremost we want to ensure our staff and residents live in a

safe community. We have implemented many changes as a result

  • f new OH&S regulations.

 We have installed speed bumps around the village in an effort to

slow drivers. Another benefit to not driving so fast is – less dust!

 Dust control within the Village will begin in June.

 A key component of Strategic Planning is succession planning.  We are currently recruiting for someone to work as the Assistant

Administrator with the intention of taking over as Chief Administrative Officer in a 3 – 5 year time frame.

Be positive and promote our community to residents and non-residents alike – negativity is detrimental to progress and growth.

 Parking on municipal property and/or streets is not allowed. It

impedes our ability to maintain roads and drainages ditches.

 Please do not park vehicles, trailers or campers on the street.  You may be ticketed and/or towed.

Dilapidated / Unsightly Properties

 Once again we will be spraying for weeds this spring.  With our increased focus on growth and attracting new residents to

  • ur community, we identified increased focus on cleaning up

dilapidated / unsightly properties as a strategic initiative.

 As this process is legislated, we are limited to how, when and what

we can do to improve the appearance of these properties.

 A robust plan is in place and will be an area of focus in 2015 and

  • beyond. This plan includes continuing to work with property owners

to keep their property looking neat and tidy.

New Subdivision Update

 Ministry of Government Relations, Community Planning Branch has

approved the preliminary subdivision plan, however, Water Security Agency requires a parallel growth agreement related to lagoon expansion to proceed.

 We will be increasing lagoon expansion by adding a cell.  We have applied for a federal grant to fund this project.  Information regarding a new grant, Canada 150 Community

Infrastructure Program has just been released, application deadline is June 19th

Community Involvement

 We have an awesome group of volunteers who work tirelessly to

provide value-added services and programs to our community. Some

  • f these volunteers are on several boards.

 We will be communicating with all the volunteer organizations, clubs,

  • etc. submit any events they are organizing to the office to be added to

the events page of our web site (meetings, church services, bingos, library events, etc.)

 How do we get more people involved? The more we get involved, the

more ideas will be brought forward and increase usage of our facilities.
