Objectives of the Handbook:

  • 1. Identification of key economic sectors that are likely

to provide the most basic and important professions and contribute to improving the competitiveness of the UAE and drive economic growth and sustainable development

study after school and planning careers and their career goals in the long term

  • Envisaged the Handbook will be changed

from time to time and updated to reflect changes in the critical, essential and important jobs, and to maintain concordance with the UAE Vision 2021 and Emirate specific Plans.

  • It is anticipated that the approach used

to develop the first edition; to use a national stakeholder committee, will continue, so as to ensure currency and maintenance of the Handbook.

  • It is suggested the Handbook should be

reviewed on at least a three-yearly basis.

  • Custodianship for the continuous

updating and improvement of the Handbook has been vested in the NQA.

  • Reviewed private industry sectors and occupational classifications using Ministry of Labour’s

(MOL’s) Labour Market Information System (LMIS) data on employment and salary levels:

  • earning equal to, and above AED 10,000 with intervals of AED 5,000 to AED 30,000 and open thereafter
  • to identify those jobs that appeared to provide sustainable long-term career prospects
  • Identified an initial 104 jobs from the MOL LMIS and reviewed 214 occupational profiles submitted

by Government Related Entities (GREs), of the top 20 new jobs required by these entities over the next five years

  • Identified the number of UAE nationals, working in the private sector and registered in the MOL

LMIS, by occupation was 19,874

(April 2012)

  • Using all of this information, compared 104, the 214 GRE profiles and ISCO-08 equivalents,

correlated with the industry sectors, 155 jobs were identified that met the criteria

  • noted from the research and consultations - job openings still likely in public sector however, limited and most likely to be

confined to government specialist occupations whilst proportionally, major growth opportunities to occur in private sector

  • that is, Vision 2021 and respective Emirate plans and strategies are expected to spur growth in private sector activity and

generate new job opportunities. In turn this is likely to result in the rise of the government specialist occupations primarily connected to policy and decree formulation, with downstream requirements to implement, monitor and oversight the growing private sector activity in terms of governance: competition, regulations, dispute resolutions, inspections and compliance, etc.

  • The 155 jobs aligned to ISCO classification title, with ISCO title used, and subdivided into six (6)

broad industry sector groups and 21 career clusters, whereby, within the group:

  • there is considerable convergence, synergy and overlap of knowledge and skills across underpinning the occupation, and
  • there is opportunities for sustainable longer-term career pathway options for individuals
