  2. Transform helps cities reach the EU energy 2020 targets within their social, economical and environmental context. When is comes to transparent decision making where all stakeholders are aligned and implementation is ensured, challenges may arise. • How to engage and align all involved stakeholders in the decision making process? • How to make your decision making process transparent and uniform for all parties involved? • How to base the decision making on open data and analytics? Transform supports those local stakeholders, responsible for investment and policy decisions in cities, to turn their CO2 ambitions into a tangible and concrete implementation plans based on maximized: Data analytics Stakeholders & open data engagement Started in 2012 and to be finished by mid 2015 2

  3. Six leading cities are participating in the TRANSFORM project supported by partners in reaching their 2020 energy targets and beyond. Each city participating in Transform has a different context and is in a different stage of implementing their energy strategies.

  4. Transform develops deliverables that will support city energy strategies and implementation plans as well as a generic handbook and tools for other EU cities.   5. The Decision Support Tool enables transparent decision Prototype is delivered making based on stakeholder involvement and open data.   6. The tool in five steps: Analyze the city context 1 To determine the impact of a portfolio of measures, detailed location (geography) specific city data is required in a standardized format. Goals of the steps 1.1. Load updated city data • Gathering all available data which is harmonized and placed into the data architecture • Selecting the city to be explored • Loading of data into the web interface 1.2. Analyze opportunities • Setting the scope of data query on the type of asset, type of KPI, or the geographic scope • Getting an understanding of different opportunities in the city by running variable, data queries on different geographic levels and across different assets • Analyzing opportunities and insights from visual output via hot spots, interdependencies, etc.

  7. The tool in five steps: Set scenarios and targets 2 Assumption based scenarios and KPI target-setting help establishing boundaries and the scope of analysis. Goals of the steps 2.1. Define and load scenarios Identifying ranges of threats and opportunities that are outside the direct control of the city that can be used in a sensitivity analysis Loading existing scenario’s (e.g. European averages) or creating custom scenarios by setting assumptions for population growth, economic growth, market energy prices etc. 2.2. Set performance targets Setting performance targets in terms of 2020 EU energy targets Identifying individual constraints and success indicators for all stakeholders (including costs, budgets, and non-energy targets)

  8. The tool in five steps: Define measures in measure editor 3 Defining specific measures in a measure editor facilitates definition of impact of each individual measure on the selected KPIs. Goals of the steps 3.1. Define and load measures Creating a measure in measure editor Defining a measure by identifying how it impacts KPIs and/or other indicators 3.2. Define and load enabling measures Identifying what enabling factors need to be in place to implement the measure Creating enabling measure in the measure editor 3.3. Define and load preconditions Defining and setting boundary conditions and breaking points Creating preconditions in measure editor

  9. The tool in five steps: Allocate measures 4 Allocation of measures places measures in selected areas or to selected assets, and provides the time from when they are effective. Goals of the steps 4.1. Allocate measures Selecting an (enabling) measure from the list of possible measures Selecting the area or assets which the measures should be applied to 4.2. Determine the timing of measures Selecting an allocated measure Setting the start of implementation time and the time when the measure will be fully effective 4.3. Determine stakeholder commitment Reviewing the required effort per stakeholder Committing the pre-conditions of the portfolio of measures

  10. The tool in five steps: Determine impact 5 The impact of measures on KPIs within different scenarios can be analyzed and compared to the targets to determine the gap. Goals of the steps 5.1. View the impact View the impact of a portfolio of measures (within specific scenarios) on KPIs in time 5.2. Determine the gap Analyze the outcomes of the simulation runs Determine the gap between targets and simulation outcomes per KPI 5.3. Identify additional actions Analyze the gaps Identify additional actions to close these gaps and find the optimal combination of measures

The objective is to help stakeholders: • Gain a better understanding of each individual’s targets, power and interest and • To be aware of enabling factors for their measures • Multiple tables of each 5 players • Each representing a city stakeholder • Going through a decision making process with virtual measures in a virtual city • The team with the most optimal outcome is the winner Technology enablers Municipality Energy providers Large consumers Network operators
