EDA looks at per capita income as a primary eligibility criteria for EDA public works grant
- funding. Individual counties or an RPC region must have a per capita income 80% of less of
the national per capita income, but most Mid-MO RPC counties (and the region as a whole) do not meet this requirement. Instead, Mid-MO RPC must rely on EDA “special needs” criteria as a way to qualify for EDA public works grant funding. EDA identified special needs include major plant closures, major disaster declarations, and underemployment.

Mid-MO RPC looked at the county level data in each of our six counties for all of the industries identified by the state in each of the state’s seven target clusters. The above industries stood out for their high location quotients and mostly positive job growth rates. Location Quotient (LQ) is calculated using the following formula: ((# of industry employees locally / total # of local employees in all industries) / (#of industry employees nationally / total # of employees nationally in all industries)). An LQ greater than 1 means that there is a high concentration of industry employees in a given region when compared to the nation as a whole. Plastics Product Manufacturing in Cole County is shown as having an LQ just under 1 (0.94), but it should be pointed out that these are 2013 numbers. The addition of 150 new Continental Commercial Products (CCP) employees in Jefferson City will push the LQ well
