A brief history of time:

  • GWSD easements recorded in 1996 for new infrastructure in Blue Heron Park
  • BMD was assigned easements in 1998
  • Landscaping was placed in some easements without GWSD’s knowledge
  • GWSD notified BMD of landscaping problems in Blue Heron Park in 2012 when first capital

project in the area was hindered by trees.

  • Dialogues between the Districts for solutions have been ongoing
  • Easement Committee formed in 2017 to develop an action plan.
  • GWSD sanitary and underdrain infrastructure was constructed in 1995 – 1996 within

Blue Heron Park and in the trail north of the park/in the Hillsboro neighborhood.

  • Easements state that GWSD has the right to “cut down and clear away any and all

structures or buildings, trees, brush, woody plants, and nursery stock now or hereafter

  • n the servient estate...”

What Needs To Be Considered

As Landscaping Matures in the Easements:

  • It’s good for landscaping
  • It’s not so good for the sewer and underdrain pipes
  • Access to pipes for maintenance and repairs is

hindered

  • As landscaping matures more costly to remove
  • Tree roots can damage pipes and restrict flows
  • Root intrusion can cause blockages and backups in sanitary sewer infrastructure.
  • Trees and bushes also impede access through and across easements for regular

maintenance and construction activities.

GWSD & BMD Partnership: Exploring Options for Easement Landscaping

Clear Trees and Large Bushes from All Easements Move The Pipes

  • We have looked at several options to provide adequate access to the GWSD

infrastructure for maintenance and construction.

  • Some of these options are to clear all easements, move infrastructure out of areas

where landscaping impedes access, or a combination of clearing areas immediately around manholes and granting additional easements for access.

  • Each of these options have associated costs, both District’s are funded ultimately by the

homeowners and we make an effort to find the most cost effective way to provide reliable, robust sanitary sewer and underdrain collection as well as beautiful parks for the community.

Blue Heron Park

A high impact area with landscaping in the easements

Blue Heron Park Project:

  • Project involves removing and replacing approximately 250 LF of existing 8” PVC sanitary

sewer main along the trail north of Blue Heron Park.

  • Project is needed because the existing sanitary sewer main is deformed, such that

cleaning and inspection equipment cannot pass through the main.

  • Construction access to the project is through easements across the north side of Blue

Heron Park and along the trail.

  • There are trees within the District’s easement that impede access, this has started the

discussions and coordination between GWSD/BMD to work on easement access issues throughout the area.

  • Access to Blue Heron Park is also needed for cleaning of the underdrain collection

system.

  • Underdrain mains have been found with significant encrustation of calcium carbonate,

which is naturally occurring in the soil and groundwater drain through the system.

  • Currently the underdrain main along the east side of BHP has calcium encrustation that

is taking up approximately 25 – 50% of the pipe inside diameter throughout the main.

  • Some of the things that the joint committee has accomplished to date.
  • BMD has performed some clearing and trimming operations to allow access to GWSD

manholes within existing easements with impeded access.

  • BMD has granted a temporary construction easement to access across BHP outside of
  • riginal easements where landscaping impedes access for the immediate construction

project as well as needed maintenance.

  • Some trees have been removed from the east side of the trail north of BHP as needed to

allow construction access.

  • Moving forward the committee will be identifying other areas where other impediments
  • exist. These may be on BMD/GRMHOA property or on individual homeowner
  • properties. GWSD will be coordinating with individual homeowners to make them

aware the District has an easement within or adjacent to their property and they may need to access the easement for maintenance or capital improvements.

  • Other planned major construction activities for this year include replacing the

approximately 110 LF of 8” PVC sanitary sewer main in Grant Ranch Blvd located near the intersection with W. Sumac Ave.

  • This capital improvement is necessitated by the main having a severe sag.

  • The final major capital improvement is removing/replacing the approx. 140 LF main

crossing the Bowles Res. Co. spillway north of Grant Ranch Blvd.

  • The main flows from the Camden Lakeway Apts. to the manhole just north of Grant

Ranch Blvd.

  • This improvement is needed to fix a severe sag in the main.
  • Some minor tree removal will be needed to access this construction off of Grant Ranch
  • Blvd. The contractor will also have to protect an existing concrete wall bordering the

Camden Apts. in place.
