  • Results show that lead contamination is lower than indicated in the preliminary assessment. In the ESA, lead contamination levels were reported

below the NEPM Health Investigation Level applicable for recreation areas.

▪ PAH contamination

  • As found in the preliminary findings, results show that PAH contamination is elevated and above NEPM Health Investigation Level in some

recreational areas, within the racecourse perimeter.

▪ Soil testing in other areas of the Reserve

  • Soil testing results in the areas of high community use (e.g. playground, camping) and at other potential construction sites (e.g. BBQ area, pony

yards, disability mounting block, pavilion) did not identify lead or PAH contamination that represent either a public health or environmental risk.

  • Council submitted the ESA to the EPA on 27th May 2020 to comply with the Clean Up Notice issued in January.
  • The EPA issued a new PAN on 14 July 2020
  • It stated that from 13 July 2020 Council must carry on, modify or control use of the premises such that:

I. Council can monitor and maintain any contaminated areas within the premises; II. Council can assess and minimise any short-term exposure risks to public health and the environment from contaminated areas within the premises, including any risks to areas adjoining the premises and,

  • III. Provide a report that specifies how the process, activity, or use has been carried on or will be carried

As the regulator, EPA’s key objective is to reduce the environmental and human health impacts of historical and current contamination. At Glenlyon Recreation Reserve, EPA is using its regulatory powers to: ▪ Require assessments to be undertaken in accordance with the national guidelines to understand the extent and level of contamination; ▪ Ensure precautionary measures are in place to protect human health and the environment; and ▪ Achieve clean up and ongoing management measures for contamination. It must be noted that each site is different and the risk management approach will vary accordingly.

EPA Guidance – Outdoor Shooting Ranges

Guidance is available to help prevent, manage and contain contamination from outdoor shooting ranges. All shooting ranges are unique and there are different ways to manage contamination. The guide provides: ▪ information to understand contamination and assess a shooting range’s level of risk; and ▪ options for managing contamination. The guide was developed with the Victorian sports shooting community and relevant government agencies, e.g. DELWP.
