Taxes are enforced fees that citizens pay to the state They are imposed by administrative units (state, local authorities) to settle public needs Types of taxes There are several types of taxes, and in Croatia the most known are: 1. Value Added Tax ( PDV ) - it is calculated at each stage of the production sales cycle, but only for added value, e.g. the printing press that prints the newspaper will calculate the tax only for the service of the press, and the one who produced the paper only for production of paper) 2. Social contributions - health insurance, pension insurance and employment contributions; the basis for calculating this tax is the monthly salary 3. Excise - e.g. for oil derivates, cars and other motor vehicles, alcohol, coffee, beer, tobacco, luxury products... Question 2  What do you think would all the children go to school if all schools charge tuition?  What could be the reason all the children couldn't go to that schools?  Is it a child’s fault that was born into a rich or poor family?  What would be the consequence of the inability to educate children?   2. 2 Welfare state To reduce the impact of different life circumstances in the society since 19 th the concept of reducing inequality has been developed through the expansion of state authorities State then starts spreading authorities on insurance of basic living conditions and social welfare of citizens Welfare state is geared towards achieving social justice and social security It stands to alleviate social inequality and aims to protect and help citizens in distress The foundations of a modern welfare state were set in Germany 1880s by the first social security laws They were encouraged by Chancellor Otto von Bismarck There are different types of social states Three characteristic types are: Scandinavia Scandinavian type (social democratic type) promotes social equality of citizens, social benefits and services that are designated for all the citizens Various measures, especially the tax policy (progressive taxation) and the generous benefits for unemployed, it aims to reduce dependence on the market In addition to the progressive taxation in these countries, equation of social inequality is funded by e.g. progressive punishing also For example, a speeding ticket in Finland depends on the income of a person who has made a misdemeanor Continental European Countries Welfare state in continental European countries (conservative corporativist) social benefits and services are based on the payment of employees' contributions. The height of social benefits and services depends on the contributions paid by the employees during the employment period. Such is the type of social state in Germany, France.... America American type (liberal) -the least welfare type of state, limited to the help of state to the poorest citizens It is characteristic for them that taxes do not finance health care for all citizens, but citizens have access to health services depending on the type of insurance in private insurance companies
