Authorised bidder • Participants can nominate an authorised bidder to submit a bid on their behalf • On lodgement, the authorised bidder declares that they have the “legal capacity and authority to bind the participant to the bid” • Authorised bidder form > Appoint/change/remove authorised bidder 4

  5. Auction participation • You participate at auction via AusTender • You access AusTender & register as a new user • You have one bid per contract • You submit bid form via AusTender > contract identifier > bid amount • You will be notified in 5 business days – contract commences automatically if successful 5

  6. AusTender • Create an AusTender account ( www.tenders.gov.au ) • Access the auction (restricted ATM) > Clean Energy Regulator will provide ATM-ID and passcode 6

  7. AusTender • Download auction bid form from AusTender during bidding window > (9am 15 April - 5pm 16 April AEST) • Lodge auction bid form during bidding window • Bid lodgement receipt • Withdraw auction bid form and process 7

  8. Auction bid form (financial terms) • Third part of contract process • Available in AusTender during bidding window • Needs to be lodged in AusTender during bidding window • Auction bid form > Contract ID > Unit price > Contract date (prepopulated) > Sign 8

  9. Auction guidelines • Determining successful bids • Eligible bid requirements • Auction withdraw form • Bidder obligations 9

Auction notification and information publication • Each participant and authorised bidder will be notified within 5 business days of the auction (23 April). • Clean Energy Regulator: > may publish summary information (e.g. volume weighted average price) > will publish aggregated data > will not publish confidential commercial information • ERF register 10

The first auction – key dates • Auction qualification submissions 20 March > Tomorrow • Auction registration and authorised bidder closing date 7 April > 3 weeks to go > 5 business days before auction • Auction window 15 and 16 April 2015 > 4 weeks to go • Auction results, contracts commence 23 April > 5 weeks to go > 5 business days after auction 11
