An annual award to recognize an outstanding woman in public management in North Central Texas who best exemplifies the standards represented by Linda Keithley during her 17 years of service with the Council of Governments. Linda left her mark on the region, and on those with whom she came in contact. She was a devoted and faithful public servant. In all of her undertakings, among other qualities, she displayed dignity, charm, poise, integrity, loyalty, commitment, and dedication.

Ray was elected Mayor of the Town of Prosper in May 2010, having served on the Town Council for three years. His service in Prosper also included an appointment in May 2004 as President of the Economic Development Corporation, where he is currently a board member. Mayor Smith is also Chair of the Collin College Foundation Board of Directors. In 2016, Ray was elected to NCTCOG’s Executive Board, where he has served as a Director, Secretary-Treasurer, and Vice President. He is also an alternate member

  • f the Regional Transportation Council.

Prior to moving to Prosper, Ray served in the City of Frisco - on City Council, Economic Development Corporation, Community Development Corporation, Planning & Zoning Board, as a volunteer firefighter, and with the Frisco Education Foundation. A 1981 graduate of Baylor University, Ray was a member of the 1980 Southwest Conference Champion Baylor football team. He earned his BBA while at Baylor and is a Market President with Farmers Bank and Trust. Ray has been married 30 years to his beautiful wife, Lena. Together they have raised three sons and are currently raising two grandsons.
