Any Congressional infrastructure legislation on broadband should include: Tax credits could be helpful in some cases, but building infrastructure in rural areas (where there is no profit to tax) requires grants and low- interest loans.

The schools, libraries, health clinics and other anchor institutions need to be served with high-capacity broadband. It should not just be about residential. Ideally the program would build "to and through" the anchor institutions to the surrounding community.

Networks built with public dollars should be open to interconnection to stimulate additional build-out by those who can build off of those

  • networks. This creates a multiplier effect where the initial build-out

creates opportunities for additional investment and economic growth.

Funding should not be steered toward certain broadband

  • providers. Congress should not pick winners and losers. All types of

providers should be eligible to compete for the funding, including rural electric coops, Research and Education Networks, municipalities, competitive providers as well as traditional telcos and cable companies.
