Drivers of Increased Tuition  We have or are in the process of adding several new degree programs, including a Masters in Engineering, multiple Nursing Graduate programs, a Master’s in Respiratory Therapy, a Ph.D. in Anthropology, a Ph.D. in Computer Science, and a Bachelor’s in Civil and Environmental Engineering.  The unfunded cost of employee and retiree health care continues to increase at a rapid pace. We are budgeted for a combined $3,048,109 increase for FY2017 due to these expenses.  The unfunded impact of the Hazlewood Act is now leading us to waive nearly $18 million annually in tuition and fees.  Recruiting faculty with the requisite skills and abilities to help Texas State achieve National Research University Fund (NRUF) status.

Student Center Fee Fall Semester 2017 From To Student Center Fee $64.00/Semester $82.00/Semester Increased Revenue $1,070,535 Major factors driving need for fee increase: • A student referendum passed 25-Feb-2016 approved an $18 increase in the Student Center Fee in fiscal year 2018 and another $18 increase in 2019. • These increases will allow for a 63,500 square foot expansion and the renovation of another 35,000 square feet of existing space in order to provide more meeting spaces needed for student organizations and university departments. • The Student Center Fee was last increased in fiscal year 2010. 4

Student Success Fee Fall Semester 2017 From To Student Success Fee $90.00/Semester $105.00/Semester Increased Revenue $1,362,762 Major factors driving need for fee increase: • This increase will allow Texas State University to maintain the target of 350 freshman students to one advisor in the PACE Center, and an overall student to undergraduate advisor ratio of less than 400 to 1. • This compares favorably to the median advisor caseload of 600 students per advisor at large institutions according to the NACADA 2011 National Survey of Academic Advising • This fee was last increased in fiscal year 2012. 4
