  4. 4 Program Objective TAP-CMAQ h elps communities deliver safe, transformative, and innovative programs and projects: • Improve mobility, accessibility, including pedestrian and bicycle facilities, infrastructure projects for improving non-driver access to public transportation and enhances mobility • Reduce vehicle emissions and traffic congestion • Revitalize local and regional economies

  5. 5 What Has Changed Since 2016 • Updated Evaluation Criteria • Documented Match Assurance requirement • TAP and CMAQ projects require a letter of community support • Bonus Points available for: o Application Pre-Review Participation o Including a letter documenting a Professional Engineer’s reviewed the submission. • Applications will be submitted through New York State Grants Gateway

  6. 6 TAP - $56 million available Statewide CMAQ - $44 million funds available in: Albany, Chautauqua, Dutchess, Erie, Genesee, Greene, Jefferson, Livingston, Monroe, Montgomery, Niagara, Onondaga, Ontario, Orleans, Rensselaer, Saratoga, Schenectady, Schoharie, Wayne counties

  7. 7 Minimum Award: $250,000 Maximum Award: $5 million • Reimbursement Program Sponsors must pay all project costs • Reimbursement up to 80 percent of eligible costs •

  8. 8 Important Program Dates June 1 – June 8, 2018: • Statewide TAP-CMAQ Information Workshops June 28, 2018: • Application Pre-Review deadline for participation August 16, 2018 at 4PM: • Application Submission deadline Late Fall 2018: • Project award announcements • Kick-off meeting with Regional Local Project Liaison (RLPL) • Prepare and execute State Local Agreement (SLA) • Advance Projects to construction “letting” within 24 months of execution of the State-Local Agreement

  9. 9 Project Eligibility Every Project must: • Have an eligible Sponsor • Relate to Surface Transportation • Meet the intent of the Program and qualify under one of the categories for TAP or CMAQ • Benefit the public • Have Community support Relates to Surface Transportation: • Proximity and connection to a highway or a pedestrian/bicycle corridor • Enhance the aesthetic, cultural or historic aspects of the travel experience • Serves a transportation purpose rather than recreation

  10. 10 • Local Governments (counties, towns, cities, and villages) • Regional Transportation Authorities • Transit Agencies • Natural Resource or Public Land Agencies Department of Environmental Conservation (DEC) Office of Parks, Recreation and Historic Preservation (OPRHP) Local fish and game or wildlife agencies • Tribal Governments • Local or Regional Governmental entities responsible for Transportation or Recreational Trails • New York State Department Of Transportation (CMAQ only) FAST Act Transportation Alternatives Program

  11. 11 Eligible TAP Activities Focus on bicyclists, pedestrians and non-driver transportation benefits and amenities such as the design and construction of: • On-road and off-road pedestrian and bicycle facilities • Projects for improving safety and access to public transportation and that enhance mobility • Turnouts, overlooks and viewing areas • Conversion and use of abandoned railroad corridors for trails • Projects that make walking and bicycling to school a safe and routine activity

  12. 12 Eligible CMAQ Activities Focus on emissions and congestion reduction: • Travel Demand Management/Rideshare Programs • Congestion Reduction and Traffic Flow Improvements • Transit Improvements, Including Operating Support for New Services • Freight Intermodal Operational Improvements • Pedestrian and Bicycle Facilities • Development of Alternative Fuel Infrastructure and Clean Vehicle Deployment Projects

  16. 16 Evaluation Criteria: Project Benefits Project Benefits and Proposed Solutions • Addresses surface transportation need, contributes to economic competitiveness, promotes community connectivity, has community support • Improves system efficiency, mobility, accessibility and modal connections Innovation and Creativity • Unique characteristics, new approaches, innovative techniques, cost-effective solutions, leverages funding Improves Safety • Reduces crashes, personal injuries or fatalities; addresses high accident location

  17. 17 Evaluation Criteria: Project Alignment For TAP and CMAQ: • Project referenced in a regional, state or local plan • Demonstrates relationship to surface transportation, makes connections • Enhances trip experience • Expands travel choices • Meets program purpose For CMAQ Only: • Congestion Reduction/Mitigation: Reduces volume and or improves travel time. • Emissions Reduction: Based on information included in the CMAQ Technical Benefits Worksheet, NYSDOT will calculate reductions in targeted pollutants and cost effectiveness ($/kg).

  18. 18 Evaluation Criteria: Essential Project Management Elements All Project Phases and activities are included in the scope, budget and schedule: Design, ROW acquisition, environmental studies, regulatory reviews (federal and state requirements), materials testing, construction and construction inspection. • Schedule: realistic in relation to regulatory reviews, approvals, advertising, hiring a consultant, letting and awarding, etc. • Budget: realistic and accurate for the scope in relation to the schedule/timeline for completion • ROW Assurance: owned, leased, to be acquired or not needed • Match Assurance and Ability to Deliver the Project: documented match assurance and past performance

  19. 19 Applying for Funding

  20. 20 General Considerations • Applications must be submitted through Grants Gateway. • To be considered for TAP or CMAQ funding, all program requirements must be met. • A project application eligible and submitted for both TAP and CMAQ consideration will be evaluated twice ; once against each set of program criteria. • Only one project per application. • Maximum of two awards per Sponsor.

  21. 21 Use of Consultants • Application preparation and project design comply with Federal Requirements in Chapter 6, Section 6.1.1 of Procedures for Locally Administered Federal Aid Projects (PLAFAP) Manual. • Select consultants through a competitive, qualifications- based selection (QBS) process. Use of existing selection, be executed within the last 3 years. • May use existing procurement procedures if procedures meet state and federal procurement requirements. • Consultants only eligible to work on the phases (application, design, and/or construction) named in the request for proposals/solicitation. • Contact your RLPL to inquire if your consultant selection process meets federal and state requirements.

  22. 22 Application Tips  Become familiar with the 2018 Solicitation Guidebook.  Print Application Instructions (Appendix E) and follow along.  Gather all information necessary to complete the application.  Become familiar with Grants Gateway (roles, training, etc.)  Note the Grants Gateway number assigned to the application. This is how NYSDOT will reference the application.  Cut and paste lengthy entries into the application.  Save often.  Take part in the Application Pre-Review Process.  Grantee Contract Signatory or Grantee System Administrator must submit the Application by the deadline with all supporting documentation uploaded.  Save and print the Application for your records.

  23. 23 Application Pre-Review Process • Participation is strongly encouraged. • Application number is required to access your application completed. • Review information submitted to date. • This review provides written feedback on key Application components. • Participation does not substitute for completing and submitting an Application.

  24. 24 Application Pre-Review Process • Deadline to participate in the Application Pre-Review Process: June 28, 2018 • A Pre-Review Request form is found at: www.dot.ny.gov/TAP-CMAQ • Fill out the Pre-Preview Request Form and E-mail it to: TAP-CMAQ@dot.ny.gov • A “Pre - Review Comment Form” will be emailed to the applicant on or before: July 25, 2018 • Upload this form with your final application submission in Grants Gateway to receive bonus points.
