4 Key Goals/Targets

– Outcomes to be considered by Co-Chairs to draft framework for OEWG2 and OEWG3 – Concept notes are now posted online https://www.cbd.int/conferences/post2020/post2020-WS-2019- 08/documents

Roles of Co-Leads

– Appointed by OEWG Co-Chairs with support from the COP Bureau – Nominated as expert (not representing their party) – Preparation work – Chair of Workshop – (as required and possible) assist OEWG Co-Chairs up to end of post-2020 process

Organization of Work: Thematic Consultations

Coordination with Other Multilateral Bodies

  • Ensuring Coherence and Effectiveness

– Exploring joint planning and reporting with other UNEP instruments (climate change, chemicals, etc.) – Avoid duplication yet ensure synergies are captured – Global Biodiversity Framework focus on goals - for all

  • Implementation by relevant instruments (existing,

being negotiated or upcoming) 5

Post-2020 (Phase 1): Key Messages from Consultations

  • Means of Implementation - needs to be in place
  • Synergies/Integration with other Conventions
  • Enabling Conditions – political will/commitment, good governance, etc
  • Mainstreaming - A number of tools mentioned: Environmental Impact

assessment as a tool for Nature – Legal aspects: From stronger legal obligations to Rights of Nature

  • Planning, Reporting and Accountability

– Build on existing systems, including NBSAPs – More comprehensive – Better reporting – Improve review and accountability mechanisms

Post-2020 (Phase 1): Key Messages from Consultations

  • Vision – Living in Harmony with Nature

– Still relevant – Need to be expressed in concrete terms (i.e. the 2050 goals)

  • Targets & Indicators

– Need to be realistic and reachable – Need to be Specific, Measurable, Achievable, Realistic, and Time bound (SMART) – Time length needs to be relevant to issues (species recovery may be more than 10 years, legislation change can be less) – Geographic scope need to be adapted

  • Need to have explicit linkage between biodiversity and climate

change – The two should not be looked at separately

  • The Post-2020 Framework should integrate the Cartagena and

Nagoya Protocols

  • Gender, IPLCs, youth, private sector, sub-national governments, and

communications, need addressed in the post-2020 Framework

Post-2020 (Phase 1): Key Messages from Consultations

8 Pursuing business as usual in the post-2020 Framework will not enable reaching the 2050 Vision

  • Look at what works in the current strategic plan

and keep,

  • Review and change what does not work,
  • Link biodiversity to policy and decision-making

agendas

A Framework for All…

  • A Framework that sets goals for all

– For whole of governement – For all levels of governments – For multilateral institutions – For Indigenous Peoples and Local Communities – For Civil Society – For Businesses – For NGOs

  • Implementation under existing

and future conventions 9

A new approach that is… …more integrative (drivers based), …more inclusive of non- traditional stakeholders like the private sector

Capacity Building & the Post-2020 GBF

  • Proposed New Target:

By 2030, adequate financial resources (increased by x%), capacity and technological cooperation is available in support of effective and participatory implementation of conservation, sustainable use and benefit-sharing goals

12

slide-13
SLIDE 13

CBD Post 2020 Process

Capacity Building & the Post-2020 GBF

  • Target 7: Enhance the sustainable use of wild species providing, by

2030, benefits, including enhanced nutrition, food security and livelihoods for at least [X million] people, especially for the most vulnerable, and reduce human-wildlife conflict by [X%].

  • Heard at OEWG2: The issue of capacity-building and use of

participatory approaches to support the implementation of management plans to address human-wildlife interactions 13

slide-14
SLIDE 14

CBD Post 2020 Process

Capacity Building & the Post-2020 GBF

  • Target 15: Resources, including capacity-building, for

implementing the framework have increased from all sources so that by 2030 resources have increased by [X%] and are commensurate with the ambition of the targets of the framework

  • Heard at OEWG2: this capacity building target was generally

welcomed by OEWG to help address biodiversity loss issues. Some ideas that Parties proposed:

– increasing financial resources to fund or mobilize capacity-building initiatives and support national implementation – Include references to technology and scientific cooperation – Include enhancing efficiency by improving access to and utilization of resources, such as through capacity building - that priority could be given to making resources available to developing countries – Reference to Article 20.4 of the Convention

14

slide-15
SLIDE 15

CBD Post 2020 Process

Capacity Building & the Post-2020 GBF

  • Target 18: Promote education and the generation, sharing and

use of knowledge relating to biodiversity, in the case of the traditional knowledge, innovations and practices of indigenous peoples and local communities with their free, prior and informed consent, ensuring by 2030 that all decision makers have access to reliable and up-to-date information for the effective management of biodiversity.

  • Heard at OEWG2:

– Take measures in the education and scientific sectors ensuring that biodiversity and cultural diversity are fully operationalized and supported at all the levels, including primary, secondary, higher education, and related capacity building and research training programmes – Include the element: An operational scientific co-operation and technology mechanism that builds upon article 18 of the Convention on Technological and Scientific Cooperation at the global level linking to regional networks – including an operational capacity mechanism

15

  • E. Implementation Support Mechanisms

Effective implementation of the Framework requires implementation support mechanisms commensurate with the ambition set out in the goals and targets of the Framework and with the transformational changes required to reach them. These include: (a) The amount of resources available to implement the Framework needs to be sufficient. This requires an increase in resources from all sources. (b) Capacity building, particularly nationally determined and/or country- driven capacity building (c)The generation and sharing of scientific information and knowledge important to the effective implementation, monitoring and review of the Framework (d) Technical and scientific cooperation, technology transfer and innovation relevant to the implementation of the Framework. The long-term strategic Framework for capacity-building beyond 2020will be one

  • f the main mechanisms for the provision of this support (decision 14/24)

16

slide-17
SLIDE 17

CBD Post 2020 Process

Capacity Building & the Post-2020 GBF

  • Heard at OEWG2 on Section E – Implementation Support

Mechanisms: Parties proposed

– Enhance the capacities of developing countries at the individual, institutional and systemic levels for policy formulation, mainstreaming of biodiversity into production sectors, implementation of conservation and sustainable use initiatives and establishment of national systems and measures for transparency and reporting; – Noted that these mechanisms should be in accordance with national priorities and capacities

Co-Chairs’ Advice & Expectations

  • Outcomes of the Workshop
  • Be innovative (don’t feel bound by existing targets)
  • Elements that will inform drafting of the post-2020

Framework

  • Links to the other parts of the post-2020 Framework
  • Identify trade-offs and implications
  • Scoping your Discussion
  • Right balance between focus on Capacity Building and the

links with other subjects (i.e. try to avoid discussing the whole framework yet provide all advice you deem relevant!)

  • Tone of the Discussion
  • Expert advice
  • No need to reach consensus yet identify point of convergence

and divergence and rationale
