GENERAL OBJECTIVES AND TOPICS
WHAT IS JICABLE'07?
JICABLE'07 is intended to be an international forum for the exchange of information in the fields of research, industrial development, installation,
accessories from low voltage up to extra high voltage cables, special cables and cables of new technologies.
WHY IS JICABLE'07 IMPORTANT?
Insulated power cables are increasingly used in electrical power transmission and distribution networks. This is due to the significant progress achieved in the development of new technologies with higher performances, and supported by increasing environmental pressure. JICABLE'07 will allow in-depth analysis of the State-Of-The-Art and future perspectives: new materials, evolution in technologies, improvements in fabrication process, improvement of maintenance policies and remaining life estimation, lessons learned from service experience, dielectric phenomena, thermal and thermo-mechanical behavior…, new innovative technical solutions for high power transmission: new superconductive materials.
WHO WILL BE TAKING PART IN JICABLE'07?
As in past JICABLE conferences held in 1984, 1987, 1991, 1995, 1999 and 2003 (425 delegates from 39 countries), JICABLE'07 should prove very useful to the following segments of the cable industry: researchers, engineers, decision-makers, raw materials suppliers, manufacturers, installers and users. The following topics will be discussed:

TECHNICAL SESSIONS
The technical programme of the congress is presented below.
AUDIOVISUAL TECHNICAL PRESENTATIONS
The JICABLE'07 Organization Committee has made it possible for research laboratories and companies to hold audiovisual presentations in a room especially equipped for this purpose. Audiovisual projections will take place during the conference from June 25th to June 27th, 2007. They will be scheduled according to a programme available during the Conference.
TECHNICAL VISITS
Four technical visits are proposed: V1, V2, V3, and V4: V1: EDF Testing and Research facilities: Les Renardières V2: Wind farm of “Chemin de Tuleras” in Villemeux-sur-Eure V3: An HV supply of Paris by electric power cables V4: Fully automated Line 14 known as 'Meteor' of the Paris Metro For each visit registrations will be considered in order of arrival (please state a second preference on your registration form). For security reasons relative to the visit of industrial sites (V1, V2 & V3), visitors must provide a copy of their passport (or identity card for members of EU) before May 25th to Jicable's Secretariat. No access badge will be delivered
V1: EDF TESTING AND RESEARCH FACILITIES: LES RENARDIÈRES.
EDF Les Renardières Laboratory performs a large range of tests (investigation, qualification or sampling in the framework of quality control) for substation and network equipment (distribution and transmission). The visit includes two major testing plants: power testing, then dielectric, mechanical and climatic testing. It can be an excellent illustrating complement to the tutorial dedicated to testing. Duration: 1 day Capacity: 30 people Fee: 85 €, including transport and lunch.

V2: WIND FARM OF “CHEMIN DE TULERAS” IN VILLEMEUX- SUR-EURE.
This farm developed and operated by Enertrag Company is located at about 70 km from Versailles and displays an installed power of 12 MW shared in 6 Enercon wind turbines of 2 MW each. Departure is scheduled from Versailles at 8:30. Enertrag engineers will meet the visitors for a whole presentation and visit of the installation. Representatives of the mill manufacturers will be on site to answer to visitors’ questions. For the most intrepid people, it will be possible to perform the climb of a windmill under the responsibility of Enercon representatives. Visit will be followed by a lunch in the Eure area before coming back to Versailles by coach. Duration: 1 day Capacity: 20 people Fee: 85 €, including transport and lunch.
V3 AN HV SUPPLY OF PARIS BY ELECTRIC POWER CABLES
The visit of an HV substation or a HV work site of RTE, the French Transmission Network Operator, is proposed. The electrical scheme of the substation or the particularities of the work site, their different components and their integration from a safety, environmental and neighbourhood point of view will be explained. Paris’ power supply will also be presented during the visit. Duration: ½ day Capacity: 10 people Fee: 50 €,
V4 FULLY AUTOMATED LINE 14 'METEOR' OF THE PARIS METRO
The fully automated Line 14 of the Paris Metro is the result of the "Meteor Project" (METEOR as METro Est-Ouest Rapide). Open to public since 1998 the line is one of the most modern metro lines over the world. Technical and architectural options subscribed during the design of this new line including full automation, video survey… contribute to the quality and efficiency of the service provided to commuters. The visit includes guided trip on board of the car train, commented visits of some remarkable stations of the line and the visit of the Automated Control Center, located at Bercy Station. Will be exposed during the visit

T1: MAINTENANCE FOR HV CABLE SYSTEMS (IN ENGLISH)
By W. BOONE, Kema, The Nederlands) Maintenance is important for any component in the electrical network, however from an international survey it has been concluded that cables receive less attention from the utilities in performing maintenance than other components, like transformers and switch gears. This may have to do with the facts that cables are usually invisible, do not have moving parts and have a low risk of explosion at least for cables and joints. As a lot of money is invested in cable systems and as proper maintenance may avoid failures in service, there is a strong need for criteria to assign the available maintenance budget according to the contribution to the overall system reliability. On request of CIGRE Study Committee B1, Insulated cables, WG B1-04 completed a report on maintenance for HV cables and accessories in 2005. In this report the subject of maintenance on HV cable systems has been considered in detail and guidelines have been recommended for structured maintenance, tailored to the different type of cables and accessories, adjusted to system requirements and to customer needs. In this tutorial the attention will be focussed on maintenance on HV cable systems, based on the CIGRE report mentioned. Important issues will be:

T2: POWER CABLES: SERVICE AGEING AND FIELD DIAGNOSTICS (IN ENGLISH)
By F. STEENNIS, KEMA, The Netherlands Ageing and failures of cable systems are dominant factors related to the (expected) reliability of a network. Asset management is partly based on the knowledge of ageing processes and failure mechanisms and it is known that in the present market situation, asset management of cables has become an important subject. On the one hand it can help to prevent outages and on the
increase cable loads where possible. This tutorial will discuss:

T3: REVISION OF QUALIFICATION PROCEDURES FOR HV AND EHV EXTRUDED UNDERGROUND CABLE SYSTEMS (IN ENGLISH)

It is inevitable that over a period of time an approved cable system undergoes some changes, such as new cable construction, higher stress, new type of accessories, new manufacturing processes, etc. Improving the existing systems with innovative reliable solutions is of common interest for utilities and

T4: THERMAL ENVIRONMENT OF UNDERGROUND POWER CABLES (IN ENGLISH)
By Deepak PARMAR, Geotherm Inc, Canada Insulated conductors are rated for a maximum safe and efficient operating
cables or in the worst case, a premature failure. The temperature rise is a function of the type of cable, load (Ampacity), cable / trench geometry and the “effective thermal resistivity of the environment” in which the cable is buried. For directly buried XLPE or self-contained fluid-filled cables, this may consist of the native soil and the corrective thermal backfill. Cables may also be installed in a concrete duct-bank with a corrective backfill
different media up to the ground surface – the ultimate heat-sink. In order to properly rate a cable system, thermal resistivity of the native soil and that of all the different materials must be known. This tutorial will highlight the importance of various components as well as how to measure these parameters (thermal resistivity, thermal diffusivity and thermal stability) in the field (in-situ) and in the laboratory. It will be supported by view- graphs, photos and case studies.

YOUNG RESEARCHERS CONTEST
The organizers of JICABLE'07 are conducting a young researchers’ contest to foster student and young researchers’ participation in the conference. The call for papers sent to Engineering Schools and Universities was based on 4 main topics: Materials, Ageing / Degradation, Modeling / Design, Environment The best papers will be presented in a poster session during the conference. The author of the winning paper will be awarded a prize.

DATES AND VENUE
JICABLE'07 will be held at Versailles Congress Center (Close to Paris). The conference and audiovisual presentations will be held inside the Congress Center from June 25 - 27, 2007. Tutorials will be held on Sunday 24 June and technical visits on Thursday 28 June, 2007. The exhibition will be held in a specially adapted area inside the Versailles Congress Center on June 25 - 27, 2007.
OFFICIAL LANGUAGES
The official languages at JICABLE'07 will be French and English. Simultaneous translation will be provided in all two languages (Rooms A & B).
ABSTRACT BOOKLET
The JICABLE'07 booklet containing the abstracts of all papers in original language (English or French) will be mailed to each delegate after receiving his/her registration form and payment.
PROCEEDINGS
On arrival at the Welcome Desk, each participant will receive a conference bag with a copy of the proceedings containing the text of presentations included in the programme. Additional copies of the proceedings will be available on sale during or after the conference while stocks last.
BADGES
An admission badge will be delivered to each participant, giving access to the conference sessions, to the audiovisual presentation room and to the exhibition. It must be worn throughout the conference period at all times.

Since it is not possible to organize meals inside the Congress Center itself, all congress participants will be provided with a list of restaurants proposing menus at a wide range of prices around the Congress Center on their arrival.

We strongly recommend to register online via the Conference Website http://www.jicable.org/2007/ Authors, lecturers and committees members are not exempt from paying registration fees. Registration is valid only after the payment is received by the SEE. If the payment has been made by bank transfer, the participants are kindly required to bring with them the proof of payment at the conference venue. On-line registration will be closed on 21 June 2007. Badges withdraw and on- site registration will start on Saturday 23 June from 16:00, at the Palais des Congrès of Versailles. The registration by purchase order is possible. In order to do it, please return the enclosed application form by fax together with the purchase order at +33 (0)1 56 90 37 08 Cancellation policy: refund of all prepaid fees will be made provided that an advance written notification is submitted by May 15th 2007. No refund will be made for cancellation received after this date. Please note that registration cannot be made by telephone or email. Some foreign nationals may require entry visas to France. Simultaneously to the completion of your conference registration, check with the French Embassy or Consulate in your country: they will help you to complete the necessary visa formalities.
