56 Keene Road (NH 10) Winchester, NH, .75 acres Land Use Goal: Redevelopment and ensure no future impact on adjacent Conservation Commission property Work Scope: Phase II ESA (‘05-’07) to investigate contamination from UST’s and history as service station ($60.9K). Result: Two 6,600 gallon kerosene USTs and one 1,000 gallon UST (unknown contents) removed along with piping. PAH’s slightly above NH soil standards, but site was satisfactorily characterized and closed. NHDES issues a notice of no further action. Today: Building was demolished and removed and replaced with new building and business, Kevin’s Auto Sales and Services, 1 new job reported.

7-10. Former Elite Laundry Laundry Road (off US 202) Jaffrey, NH, 1.3 acres Land Use Goal: Redevelopment Work Scope: Four separate Phase I ESAs and 3 Hazardous Building Materials Assessments (‘07-’10) ($18K). Result: Confirmation that only REC is chlorinated volatile organic compound (CVOC) contamination in soil, groundwater, soil gas, and indoor gas, along with potential petroleum groundwater contamination from adjacent site and potential contamination from UST. Today: Town of Jaffrey demolished buildings and applied for and was awarded $600K in cleanup grant funds in 2010 from NHDES and subsequently received $200K of revolving loan funds from NHDES. They have retained Tighe and Bond to perform an in situ injection remediation strategy to degrade CVOCs and continue groundwater monitoring and remediation.

Land Use Goal: Redevelopment Work Scope: Phase I ESA and Hazardous Material Inventory (‘07-’10) ($10K) Result: Evidence of USTs/ASTs on the site and past petroleum releases, chemical containers and drums, releases from transformers, discharge from wastewater lagoons and other findings. Phase I resulted in NHDES ARRA funds pulling two 20,000 gallon #6 USTs, 1 20,000 gallon #4 UST including contaminated soil. Today: The owner has further cleaned up the site, demolished buildings impacted by 2006 flood and is working on groundwater permitting and a lagoon closure plan with NHDES. Owner developing campus concept for site called “WIN MILL Development Project.”

Soil standard exceedences were confirmed for VOCs and CVOCs. Groundwater standard exceedances were found for Varsol constituents, PCE, TCE, lead and chromium. Today: NHDES is finalizing comments for Phase II ESA. Information will then be shared with the Town of Winchester. There may be potential to subdivide property and place on real estate market.

Today: Owner reports that they plan to demolish gas station/convenience store building and excavate portion of slope for redevelopment purposes. Since heptacholor was below NHDES soil remediation standards, considered background unless property use changes to residential or other land use more stringent. Today: Phase I ESA enabled MacDowell Colony to purchase land from MCC, lease land back to MCC and ensure greenspace use in future.

Today: Learning that a larger assessment budget would be required to secure SBA loan, SWRPC applied for EPA Region 1 Targeted Brownfields Assessment funding, but EPA Region 1 announced other priorities ahead of this project.

 5 community institutions (Peterborough Community Center, Cheshire County Courthouse addition, Southwestern Community Services Headquarters, Headstart Program, Park Theatre)  76 housing units (54 senior, 14 family/workforce, 8 high end condos)  Office space, hotel, 1 restaurant, 1 food coop, 1 auto repair and sales shop, parking and other infrastructure, bike path  150+ new jobs  Closure and removal of 13 above and underground storage tanks totaling 116,700 gallon capacity of petroleum product  Removal of contaminated soil at 9 sites, potentially more to come.  Creation of 3 greenspace sites totaling 33 acres  Construction jobs  Leveraged investment (private, public-federal, state, local)
