  6. 6 Amendment to the State Energy Plan • The Board may amend upon a finding that there has been a material and substantial change in fact or circumstance. • Upon completion and consideration of public comments, the Board shall reconvene to advance any resolution to amend the Energy Plan • Amendment proposed in light of the change in circumstance due to enactment of CLCPA • Amendment addresses Clean Energy Goals and power plant community support NYS Energy Planning Board
