“Staff” are defined to include employees, consultants, contractors, volunteers, students, caregivers and others who provide care and services to residents. Surveillance Testing Requirement - Facility must be able to conduct, arrange or verify ongoing COVID-19 testing for residents and staff as defined above, based on the county positivity rate for COVID-19 pursuant to the following weekly positivity rate for the county in which the facility is located: <5% - twice a month, 5-10% - once a week, >10% - twice a week

  • It is possible to be infected and spread COVID-19 even if staff or

residents do not have symptoms or before they begin to show symptoms

  • Many of CO’s residential care workers come from communities that

have been impacted by COVID-19 the most: People who identify as Black, Latino, or Indigenous, immigrant communities, and other communities of color are at a greater risk of getting the virus and having worse outcomes

Residential care settings were experiencing staffing shortages prior to the pandemic

  • COVID-19 has exacerbated these issues, particularly for

facilities experiencing an outbreak

Staffing shortages primarily among direct care staff, Qualified Medication Administration Personnel (QMAP), and nurses

  • Difficulty recruiting workers and high cost to using staffing

agencies

from racial and ethnic minority groups at increased risk of getting sick and dying from COVID-19

  • Factors that contribute to increased risk:

○ Discrimination ○ Healthcare Access & Utilization ○ Occupation ○ Educational, Income, and Wealth Gaps ○ Housing

  • The Residential Care Strike Team is elevating this issue as a priority for work

moving forward
