Master Plan – General Overview

  • A tool for decision makers
  • Draft plan is a Technical Report – identifies facility

requirements based on standards (quantitative)

  • Currently undertaking public consultation to identify

community objectives and desires (qualitative)

  • Final plan will merge both quantitative and qualitative

measures

  • Final plan requires Council approval and will be referred

to the 10-year capital forecast to address affordability

  • Identifies parks, recreation and library facility needs

and priorities to build-out (beyond 2031) based on:

– facility usage, trends, and capacities – provision targets – demographic projections

  • Focuses on recent changes that have occurred in

Oakville (i.e. Sixteen Mile Sports Complex, QEPCCC) and recent town initiatives (Vision 2057)

  • Received by Council on December 5, 2011 and

released for public consultation

Draft Master Plan: Key Recommendations

The Technical Report recommends:

  • A 30,000 sf community centre in South Central Oakville

(community rooms, senior and youth space, gymnasium).

  • Oakville Arena is past its functional lifespan and its

rehabilitation or expansion is not recommended. This arena should not be replaced on site. Alternative uses may be considered through the South Central Public Lands Study.

Draft Master Plan: Key Recommendations

The Technical Report recommends:

  • Additional space for seniors at the Oakville Senior

Citizens’ Recreation Centre (Kerr Street) or other facility in the area.

  • The age, location, and design of Centennial Pool create

barriers for some users and limit its long-term

  • sustainability. The long-term use of the pool and the

adjacent Oakville Centre for the Performing Arts are to be assessed through future study. Should the Centennial Pool be re-purposed to other uses, it is not recommended for replacement at this location.

South Central Oakville ratepayers’ associations:

  • support the development of one or two community

centres

  • don’t want to lose Oakville Arena
  • don’t want to lose Centennial Pool (but support its

replacement locally)

  • support expanded space for seniors and youth (including

potential relocation of Kerr Street Seniors’ Centre to Oakville Arena site)
