Why does the THC require a Master Plan?
A Master Plan helps county representatives to:
- Document courthouse history
- Evaluate current condition of the courthouse
- Set priorities for preservation, planning and
maintenance
An approved Preservation Master Plan is a pre- requisite for application!

“95% Complete” Plans and Specifications are the Construction Documents and/or Bid Documents) that can be used to undertake a construction project. The availability of the 95% complete construction documents creates a project that is nearly “Shovel-Ready” for FY 2021 We recommend working with THC early in the planning process. If developed through a planning grant, the process requires submittals for schematic design (35%) and design development (60%) reviews. Round XI Timeline for Participation and Grant Application

Applicants in past grant cycles are advised to update previously approved plans and specifications or master plans if the scope or programming of the project has changed, or the condition of the building or recommendations outlined in the preservation master plan have changed. February 1 deadline is a required submittal for THC’s initial review of the DRAFT Master plans and/or “95% complete” construction documents not previously approved. In late JUNE, a meeting of the Architecture Committee will be held to review and discuss grant applications. Public testimony will be taken.
- The date, time and location of the meeting will be
posted on in accordance with the Texas Open Meetings Act
- Applicants may use the opportunity to speak and
provide additional information in support of their application.
- Applicants are not required to attend or present.

THC anticipates Round XI grant awards to be considered and approved at its July 30-31 2020 Quarterly Commission meeting, held in Big Spring.
- Applicants may attend the meeting and generally there is an
- pportunity for public testimony.
