Deferrals Research
DOE is directed to provide to the Committees on Appropriation of both Houses of Congress a briefing on the kinds of information that is collected from grantees and the potential for collecting additional information that discusses the kinds of structural deficiencies that make homes ineligible for the program. V.1.2 Approach to Determining Building Eligibility - Deferral/Referral DOE will develop a report on the current state of deferrals in WAP due to various types of deficiencies, to be completed mid-FY 2019. This year, DOE will also conduct an examination of the reasons homes are deferred and actions taken to address deficiencies.

hardware/compatibility issues
2019“10-year Plan: Reducing the Energy Burden in Oregon Affordable Housing”, Jan. 7, 2019
There was one measure that clearly stood out as having the highest cost-effective achievable potential savings – smart thermostats in homes with gas furnaces. This measure was cost- effective for all types of existing housing, including multifamily, manufactured housing and single-family.
Real world feedback - Oregon
– George Robnett, Director of Housing & Support Services, Community Action Agency of St. Louis County, Inc. (CAASTLC)
When we replaced our customers' mechanical thermostats with programmable thermostats, they would call and request their old thermostats back. To date, no one has called to request their old thermostat after receiving the Nest.
Real world feedback - Missouri
2019Overall people have been really pleased with the Nest thermostat. There have been no complaints, and customers have gotten acclimated to thermostat easily. It's a win-win for everybody.
