It was noted that National Occupational Standards ( NOS ) being developed by Sector Skill Councils should be aligned to National Classification of Occupations , 2004 (NCO -2004)

Understanding QP-NOS and NCO

QP-NOS

  • Set of NOS, aligned to a job role, called Qualification Pack, would be

available for every job role in each industry sector

  • NOS specify the standard of performance an individual must achieve

when carrying out a function in the workplace

  • Currently there are 367 QPs across 17 Sector Skill Councils

NCO

  • ILO brought out first International Standard Classification of Occupations

(ISCO)

  • DGE&T, MoLE prepared and brought out “National Classifications of

Occupations – 1958” on the lines of ISCO

  • NCO is an occupational classification system, helping in promoting

international comparability of statistical data relating to occupations.

  • NCO have been revised and recoded in 2004
  • This classification gave definitions of 2484 Occupations

All QPs – both available and forthcoming will be aligned by the SSC with equivalent NCO 2004

Title Matching

Matching of the title of QP with the NCO title

Level 2 Level 3

Matching the Job Description and Personal Attributes with NCO description

  • For the existing QPs the first level alignment has been done

by NSDC

  • NSDC is in the process of taking confirmation from SSC that

QP developed by them –

  • Conforms to the NCO – 2004 description (Matching Criteria)
  • Non-Matching Criteria

(i) Partially matches to the NCO-2004 description (ii) Only Title matches and descriptions do not match (iii) QP exists but no matching NCO – 2004 description

Joint Working Group of SSC & MoLE Description Matching

  • The new QPs that will be

developed by SSC will henceforth will all be aligned to NCO-2004

  • The process has been shared

with the SSCs by NSDC

  • Henceforth part of

Qualification Registration Committee

Alignment of non-matching QP will be entrusted to a joint working group of MoLE and SSC representatives

Current Status on Alignment of existing QPs with NCO-2004

SSC-wise alignment

  • Out of 367 existing QPs – 197 have been so far identified

to have linkage to NCO-2004

  • Balance non-matching 170 QPs will be referred to Joint

Working Group of DGET, NSDC and SSCs to find resolution
