The Proposal Paper has been prepared by Children’s Services, in accordance with the Schools (Consultation) (Scotland) Act 2010 (the Act). The Act sets out a consultation procedure which the Council must follow for certain proposals affecting schools in their area.

  • A copy of the Proposal Paper is sent to Education Scotland by Shetland

Islands Council.

  • Education Scotland will receive a copy of any relevant written

representations received any person during the consultation period or, if Education Scotland agree, a summary of them.

  • Education Scotland will receive a summary of any oral representations made

to the Council at the public meeting and a copy of any other relevant documentation.

  • Education Scotland will then prepare a report on the educational aspects of

the proposal not later than three weeks after the Council has sent them all representations and documents mentioned above.

Consultation Report

  • This report will be published in electronic and printed formats. It will be available
  • n the Council website, from Hayfield House, the Shetland Library, as well as the

affected schools, free of charge.

  • The report will include a record of the total number of written representations

made during the consultation period, a summary of the written representations, a summary of the oral representations made at the public meeting, the Authority’s response to the Education Scotland Report as well as any written or oral representations it has received, together with a copy of the Education Scotland Report and any other relevant information.

  • This will include details of any alleged inaccuracies and how these have been

handled.

The Proposal

That subject to the outcome of this Proposal exercise and statutory consultation process as set out in The Schools (Consultation) (Scotland) Act 2010:

  • 1. Stages of education at Sandwick Junior High School Secondary Department,

namely Secondary 3 and Secondary 4 be discontinued with effect from 03 July 2015, or as soon as possible thereafter;

  • 2. The Secondary 3 and Secondary 4 pupils of Sandwick Junior High School

continue their education at Anderson High School from 17 August 2015, or as soon as possible thereafter; and

  • 3. The catchment area for Anderson High School for Secondary 3 and Secondary 4

pupils be altered to include the current catchment area for Sandwick Junior High School Secondary Department Secondary 3 and Secondary 4 pupils.

Background

  • 20 September 2012, Plan for Education 2012-2017, agreed by Shetland Islands

Council which included statutory consultation on the proposed closure of Sandwick Junior High School, Secondary Department

  • 11 September 2013, decision on revisions to the Plan for Education were

postponed to allow time for alternative options for the future of secondary education in Shetland to be examined

  • 13 November 2013, following comprehensive research work and a period of

informal consultation, Professor Don Ledingham made recommendations to Shetland Islands Council, on the future strategy for secondary education in Shetland, which included a proposal to reduce secondary provision in Whalsay, Mid Yell and Baltasound to S1-S2 only. An amendment was also agreed extending this proposal to Aith and Sandwick

Background

On 13 November 2013, Shetland Islands Council also agreed to do the following:

  • Create a Shetland Learning Campus
  • Create an ambitious partnership between Shetland High Schools and further and

higher education

Educational Benefits of the Proposal

For S1 and S2:

  • Young people would be educated in their community until the end of S2
  • The physical environment for learning remains very good

For S3 and S4

  • Young people would experience their complete Senior Phase in the same school
  • Pupils can personalise their learning to some extent in S3 and move seamlessly

into the Senior Phase in the same school

  • Pupils will have had S3 to become familiar with new peer groups, new staff and a

different building

  • In the future young people will be able to study for Higher qualifications over

flexible timescales, as required by Curriculum for Excellence
