Definition of Terms

Index Crimes are crimes which are serious in nature and which occur with sufficient frequency and regularity such that they can serve as an index to a crime situation. We consider the crimes of Murder, Homicide, Physical Injury, Carnapping, Cattle Rustling, Robbery, Theft, and Rape as Index Crimes. Crime Rate is the number (or volume) of crime incidents in a given period of time for every 100,000 inhabitants of an area.

“Police Killed, One Wounded During Operation Against Drugs Pusher in Samar” Killed was PO1 Gary Cabaguing, 32, a member of the Samar Provincial Public Safety Company, while PO1 Nestor Villanueva was wounded and now confined at the hospital. Cabaguing, who was hit at his face, died on the spot, after he was shot by the suspect, Ernesto Gonzales, using a high powered firearm during a firefight inside the latter’s house lacated in Bgy Logero, Marabut, Samar.

On August 3, 2016, SPO4 Edmar B. Bumagat, of NCRPO RPIOU, was shot and killed by Angelo Tampos, a notorious drug trafficker and hitman whom Bumagat was trying to arrest in Makati City, becoming the first NCRPO policeman killed as a result of the ongoing crackdown against drug trafficking and abuse.

“3 anti-drug operatives killed in clash with Moro rebels”

Three anti-narcotics operatives were killed while five others were wounded in a firefight on Sunday in Midsayap town with Moro guerrillas they were to arrest for drug trafficking. The initial exchange of gunfire resulted in the death of: PO3 Darwin Espallardo; Cpl Jose Miravalles; and Pfc Jaypee Duran, both members of the elite Reconnaissance Company of the Army’s 6th ID. Soldiers wounded in the encounter:

  • 1. Sgt. Arinio Grafil,
  • 2. Pvt Normel Grande,;
  • 3. Corporal Diocesar Espanola,;
  • 4. Pvt 1st Class Romnick Clerigo; and
  • 5. Pvt Edgar Gegone, who were

immediately rushed to a hospital for medication.

SPO1 Roberto Odon Lacasa, a member of MAIDSOTG of Amadeo MPS, was confined at the ICU of MV Santiago Medical Center, Trece Martirez City, Cavite. He was seriously wounded from drugs buy-bust operation conducted due to an armed encounter between elements of Amadeo MPS and drug pusher Allan Domaniel y Pariñas @ Tyson at Bgy Poblacion 1, Amadeo, Cavite, which resulted to the killing of the subject drug pusher on or about 11:00 pm of August 10, 2016.

“Ex- PNP Member Killed, 3 Operatives Wounded In Drug Buy-Bust”

PO1 Emmanuel Salon, listed in the PNP Drug Watchlist in PRO8 and is classified as a High Value Target. During the buy-bust operation, Salon noticed the presence of PO2 Antonio Dador Jr, and immediately drew a 9mm pistol and fired, hitting the latter at his right leg prompting the operatives to return fire. Salon ran inside his house and the shootout ensued hitting PSI J-RALE O PAALISBO in his right hand while PO3 Jerome G Mendoza was also hit in his right middle finger. The suspect was killed inside the comfort room during the shootout.

Encounter with a Drug Syndicate in Las Piñas City

Suspects Killed : Rolando Lelis Jr, Rommel Hizon Lelis, and one (1) Suspect Still Unidentified When : 1:30 AM, Sunday, September 4, 2016 Where : Real Street cor Naga Rd, Pulang Lupa Uno, Las Piñas City Elements of Las Pinas City Police Station were conducting checkpoint when one vehicle colored gray with plate number TGB 477 was flagged down. However, when the team was about to approach the suspicious vehicle, the suspects suddenly opened fire and fled heading towards C5 extension. Other members of the team immediately gave chase and cornered the suspects along C5 extension corner Coastal Road which resulted to a shootout , resulting to the death of the (3) three suspects.

  • Bonnet, knife, gloves, packaging tape, rope found inside the vehicle;
  • Fired cartridge cases of different caliber of firearms;
  • One (1) Myphone cellular phone with SIM card color black/green; and
  • Several identification cards.

The found Cadaver discovered inside the vehicle was identified as Nicky Delos Santos Almanzor, 24 years

  • ld, single, a resident of Durian Street, Golden Acres

Subdivision, Talon Uno, Las Piñas City. Crime Scene Investigation was processed by SPD SOCO Crime Laboratory team. The cadavers of the suspects were taken to the PNP Crime laboratory for autopsy. The recovered cellular phone was submitted to the PNP Anti-Cybercrime Group for digital forensic examination.

A shootout between the policemen and the suspects ensued when Diaz and Igloria stepped out of the vehicle and opened fire at the policemen. The two were killed on the spot, while Alvaro was able to escape but later surrendered to NBI Bohol.
