  2. • Named for Clarence Boyd : Past D14 District Administrator • The CBT Tournament is a district level tournament intended to provide the Little League Tournament experience to those Little League players that did not make their Leagues International Tournament team. While CBT is a bit less competitive than International tournament the rules, and protocol follow very closely to the International Tournament. We strive to maintain the same level of excitement and enthusiasm for CBT Teams as for International Teams. • District Level ONLY Tournament (unique to PA D14 and PA D6) • Run by the District 14 – NOT LL INTERNATIONAL • CBT team enrollment is NOT done through the LL Data Center • All Decisions regarding eligibility, rules interpretations and protests are made by the District Administrator and will be final and binding

  3. • Approximate Dates for the Tournament are Mid to End of July (1 st week in August if necessary) • Mandatory Manager/Coaches meeting is held approx. 1 week prior to the start of the tournament. • Divisions: • 7/8 Division: Utilizes LL approved special D14 rules (rules avail on D14 website) • 8/9/10 Division: Utilizes International rules • 9/10/11 Division: Utilizes International Rules • Format is typically pool play with the top two (2) teams from each pool advancing to a Double Elimination format. • Each division Culminates with a District 14 Champion

  4. • League Eligibility: Leagues must be Chartered Little Leagues in good standing with Little League International. 1. All leagues are eligible for participation in 7/8 CBT Division. 2. Only leagues that have enrolled and participated in 8/9/10, or 9/10/11 Division of International tournament are eligible to participate in the 8/9/10 CBT division. 3. Only leagues that enrolled and participated in 10/11/12 Little League Division of International tournament are eligible to participate in the 10/11/12 CBT division. 4. Leagues requesting an exemption to 2 & 3 above must follow the PA D14 exemption request process (under development 2019) requiring approval by leagues within the district.

  5. • Player Eligibility: 1. CBT ages utilize the Little League Age chart 2. Players ineligible for International tournament, for any reason including residency requirements, are ineligible to participate in CBT. The only exception is by written approval of the DA for extraordinary extenuating circumstances. 3. International rostered players are ineligible to participate on CBT teams. The only exception is by written approval of the DA and the only justifiable reasoning is that the league has exhausted all other eligible players and otherwise is unable to field a team, thereby denying the balance of the eligible players the tournament opportunity. 4. Approved international rostered players may not: a. May not pitch b. May not start if there are 9 eligible CBT players at the start of the game

  6. • Manager/Coach Eligibility: 1. All CBT managers and coaches must have, within the past 5 years, received a Positive Coaching Alliance (PCA) certification either through attendance to one or more of the District hosted workshops, or through completion of the online PCA course. Acceptable Proofs – Required at the CBT Managers Meeting: a. Listed on the PCA Double Goal Certified Coach Roster on District website b. Listed on the PCA Certified Coaches Directory on the PCA Website c. Hardcopy of DCG Certificate issued by PCA 2. Managers/Coaches must be regular season manager/coaches from any division. Exceptions require written DA approval. 3. All manager/coaches must have both LL required and PA State Required background checks successfully completed. 4. League Presidents and Player agents are eligible to manage/coach CBT

  7. • CBT paperwork and proof of eligibility are far less rigorous than those required for International Tournament participation. Player eligibility operates on the honor system, simply requiring the signature of the team manager and league president, VP or player agent on the team roster to validate age and eligibility. • Confirmation of manager/coach PCA Certification are confirmed and initialed by the District Representative at the coaches meeting. • District approval of any international rostered players or other exceptions are initialed on the roster by a PA D14 representative.

  8. • CBT roster (1 for each team) must be completed and presented for review at the CBT Managers Meeting • CBT roster (blank forms can be found on the district website) consists of: • League Name • Level of Play 7/8 or 8/9/10 or 10/11/12 • List of Players Names, Date of Birth, League Age • Manager/Coaches name and phone number • Manager Signature • League President Signature (League VP or Player agent signature are acceptable) • Any international rostered players must be identified for D14 approval on Roster • Proof of Residencies / School enrollment forms / Birth Certificates are NOT Required for CBT
