  • In-work poverty in Europe: A study of national policies

Getting people into quality jobs is key to achieving the European Union's ambition of fostering upward convergence in living standards across all Member States. However, while working is generally considered as the best way to avoid poverty, this is not sufficient for almost one out of ten European workers. This report produced by the European Social Policy Network (ESPN) shows that addressing in-work poverty remains a key challenge— in spite of the wide array of existing policies and policy reforms underway. Beyond the damaging consequences for European societies, in-work poverty signals a fundamental social unfairness: working is not a guarantee for avoiding poverty. https://ec.europa.eu/social/main.jsp?catId=738&langId=fr&pubId=8214&furtherPubs=yes

  • Adult Learning policy and provision in the Member States of the EU

This synthesis report presents the current situation of national adult learning policies and systems across the EU-28 and brings together the findings from a set of country reports. The paper reflects on the complex adult learning policy and financing frameworks, national targets and interventions, as well as their strengths and weaknesses and the reforms needed in the systems that are in place in Member States. https://ec.europa.eu/social/main.jsp?catId=738&langId=fr&pubId=8215&furtherPubs=yes

Consultations

  • Agriculture – simplified EU approval scheme (block exemption) for state subsidies

Under EU rules, governments of member countries must notify state subsidies to the Commission. They cannot grant the subsidy until it has been authorised by the Commission. However, subsidies that comply with the EU’s Block Exemption Regulation are exempt from this procedure. The current Regulation expires on 31 December 2020 and therefore needs to be reviewed to ensure that any new Regulation is consistent with EU agricultural policy. • 19 June 2019 (Brussels): Time to move on? Advancing zero-emission transport solutions

HyER and Transport Scotland organise a morning workshop on zero emission transport. The decarbonisation of transport will play a critical role in meeting global climate change goals, and in reducing the damage done to human health and the environment by local air pollution. At the local level, both public and private stakeholders will have to develop innovative approaches for the deployment of alternative fuel vehicles, and alternative fuel infrastructure, in order to reduce these emissions. This workshop will discuss initiatives implemented, or being developed, in a number of European cities and regions, in order to support the uptake of zero emission mobility at the local level. Speakers will consider approaches undertaken for both light and heavy-duty vehicles, as well as cross-cutting issues. A panel discussion will address how progress could be accelerated. http://hyer.eu/events/time-move-advancing-zero-emission-transport-solutions/
