  5. What is the CARES Act? Federal emergency funding to assist businesses recover from fiscal impact of Covid-19 • Narrowly defined categories of approved expenses- all Covid-19 related • NOT a means to offset loss revenues • Various local fund managers approved to distribute large buckets of funds, monitor and report to County Council • All funds must be spent and reported on by end of Dec 2020 (eligible expenses from March 27 to October 15, 2020) • Greenville County Council received $91 million, allocation includes: • $70m Small Business relaunch • $5m Minority Small Business relaunch • $1.5m County Government fund • $1m Municipal Government fund • $3.5m Housing and Childcare fund ($1.71m for childcare) • This presentation provided by Greenville First Steps. Who is eligible Provider must be: Licensed childcare centers or Registered family child care home providers • Registered childcare centers will be waitlisted and funded on first-come first-served basis as funds are • available Faith based providers ARE ELIGIBLE. Categories of approved expenses (1 of 2) Examples Personal Protective Equipment Gloves Face Shields and Masks Contactless thermometer Materials needed for parents, staff, children, volunteers Contracts “substantially dedicated to Covid-19 Cleaning and Disinfectant related response” Emergency response team Facility renovation for Covid-19 (e.g., check-in window) Facility disinfectant cleaning supplies Cleaning and disinfectant equipment and supplies Classroom equipment Personal sets of materials Personal sets of books (take-home or classroom) Pool noodles for 6 ft distancing Equipment to foster independent play Expenses incurred between March 27 and Oct 15 are acceptable This presentation provided by Greenville First Steps. Note: Funding is reimbursable grant with an advance Approved provider will receive 50% of funds within 2 weeks of approval Provider then must submit receipts and documentation to be reimbursed for balance of funds (*) Exception: Family childcare home providers will receive full $1000 in advance Example: Kids Heaven is a licensed provider that serves 52 students They are eligible for $10,000 Submit application and is approved Receive a check for $5,000 (first half as advance) Once they submit allowable receipts for $10,000 will receive a check for remaining $5,000 If they submit receipts for $6,000, they will receive a check for remaining $1,000 On Oct 15, unclaimed $4,000 will be awarded to a waitlisted provider This presentation provided by Greenville First Steps. Timeline for fund disbursement July 6 Anticipated opening of funding application Applicants approved on revolving basis Once notified of approval, check will be mailed within 2 weeks Applicants can submit reimbursement request for 2 nd payment at any time Receipts and request will be approved Once notified of approval, check will be mailed within 2 weeks Deadline for applicants to submit reimbursement request for 2 nd payment Oct 15 Nov 1 All unspent funds will be allocated to: Waitlisted registered providers Possible additional funds to previous recipients This presentation provided by Greenville First Steps.
