The Mandate

Velugu program intends:

  • to build the capacities of the poor to secure their rights and

entitlements.

  • nurturing barefoot professionals who are available to the

poor to access services and secure rights and entitlements.

  • land issue is one of the major areas where poor require lot
  • f support and knowledge base.
  • Hence it is proposed to pilot in one mandal in Srikakulam

district, the whole approach to building the capacities of the activists on land issues. CEO, SERP

Instructions to District Poverty Iniative Project (DPIP) Srikakulam by CEO, SERP:

  • Identify the mandal(s) for piloting this program
  • Select two activists for each revenue village

who can be trained as barefoot surveyors

  • Arrange venue for training the activists and

make arrangements for the month long training

SERP SAKTI Velugu Programme

Objectives :

  • To build a cadre of village level activists capable of

understanding and collecting the land issues.

  • Enable participants to read the village map and identify

the problems on the map.

  • Understanding the computerized land records and

records maintained by the revenue officials.

  • Help them compile the information and guide them in

getting institutional linkages in resolving the problems.

Limitations of Pilot Project

  • Out of 53 villages, trainees from only 15 villages were mobilised

Action plan for follow up:

  • Integrating the activists and the target groups with Velugu

mandal unit.

  • Regular interaction with MRO office in following up and

resolving identified problems.

  • Interaction with district SC & BC corporations.
  • Involving the Velugu members in the ‘Maitri’ sangams

convened by the police department to resolve the land disputes.

  • Interaction with the members of land assignment

committee.

  • Interaction with district legal aid committee and mandal

legal aid committee.

Limitations of followup
