  8. 2011 National Defense Authorization Act (NDAA) Authorization Act (NDAA) ■ Requires DOD Energy Clearinghouse creation (180 days) ■ Will review energy/transmission projects subject to FAA approval ■ Will review energy/transmission projects subject to FAA approval (generally 200 ft+, near airfield, or impacts other radar system) ■ 30 days to identify projects that pose an “unacceptable risk to national security”; DUSD approval required ■ Once identified Congress must be notified within 30 days ■ Once identified, Congress must be notified within 30 days ■ Backlog of 180 projects are under review ■ Law also provides optional developer offset of DOD costs T e s t i n g - T a c t i c s - T r a i n i n g
