Funding MPO selects projects for MPO Exchange, MPO Federal, and UC Trans Tax Funding includes: • Congestion Mitigation/Air Quality | $8m • Transportation Alternatives Program | $1m • MAG Small Area Program | $1m Kickoff • MAG State Exchange Program | $21m Explain process • Utah County Transportation Sales Tax | $65m & calendar to committees Total draft funding | $96m • Final numbers in the Spring

Eligible Projects New roads Regional transportation studies Widening projects New transit service and programs Intersection improvements AQ reduction programs Active transportation Intelligent Transportation Systems Airports Kickoff Explain process & calendar to Road projects must be on state functional class map committees All capacity projects must come from the municipal transportation or agency plans All capacity projects must be listed or supported in the Regional Transportation Plan

Project Idea Report Submit draft Project Idea report Dec 4 Review draft with MPO staff Dec 9-12 Submit Final Project Idea Report Dec 19 Report includes: Project Ideas • General description Proposed projects review • Draft cost by TAC • Cover letter signed by leader • Supporting maps, diagrams, charts, etc. • In General Plan/leadership letter

Project Idea Report Sponsors present to MPO TAC for their review and scoring Jan 6 MPO RPC reviews TAC scores Feb 6 Project Idea Report must be scored to move to Concept Report Project Ideas Sponsors with low scoring idea projects should weigh the time and costs Proposed of completing a Concept Report projects review by TAC

Concept Report Concept Report is technical and can be time consuming (some hire outside help) The report includes: • Number of users • Detailed description • Air quality benefit • Purpose and need Concepts • Detailed cost estimate • Congestion benefit Detailed report of need, costs, Submit draft Concept Report Feb 13 benefits, AQ Review draft with MPO staff Feb 18-21 Submit final Concept Report Mar 5

Technical Report MPO staff reviews each report and gives each project a technical score Ranking categories staff uses include: • Congestion Relief • Mode Choice Technical • Environmental Quality Report • Safety MPO staff • Other technical scoring of all concepts Once scored, MPO staff disseminate results to MPO TAC for review Apr 14

Field Review The MPO TAC holds a Field Review of the projects Apr 20 Review generally last a whole day Sponsor are responsible to present each concept in the field Field Review Allows participants to get a better understanding of the project MPO staff technical scoring of all Projects not visible in the field are presented at the next meeting concepts

Project Priority List MPO TAC next meets to consider each project on technical merit Apr 27 MPO TAC uses the following to create a draft Project Priority list: • Project Idea TAC Score • MPO Staff Technical Score • Field Review Priority List Score projects, Each member shall have one representative scoring each project place in ranking list by TAC The final project score is 25% MPO Staff Technical Score, 75% MPO TAC Score MPO TAC finalizes the list and makes their recommendation to MPO RPC

Project Priority List Approval MPO RPC is presented the draft Project Priority List May 7 MPO RPC discusses priority order and approves final Project Priority Jun 4 List Final priority list is used to fund projects until the next selection Priority Approval process Approval of final priority list Amendment process can be used to add projects to list by RPC FHWA reviews CM/AQ projects

TIP Approval Project Priority List is used by MPO staff to create draft TIP Available funding applied to highest ranked projects until exhausted Local projects with higher scores receive exchange and county funds first TIP Approval UDOT and UTA projects receive federal funds first Match funding with projects, finalize TIP MPO TAC reviews draft TIP and makes recommendation to MPO RPC Jul 27 MPO RPC approves final TIP Aug 6
