Introducing ACAP

ACAP represents 60 Safety Net Health Plans, which provide health coverage to more than twenty million people in 29 states. Safety Net Health Plans serve their members through Medicaid, Medicare, the Children’s Health Insurance Program (CHIP), the Marketplace and

1. Erosion of Medicaid expansion 2. Per capita allotment / block grant financing 3. Disparate treatment of expansion vs non-expansion states 4. State option to condition eligibility for nondisabled, nonelderly, nonpregnant individuals on a work requirement 5. Grants to states to support treatment and recovery services for people with SUD or MH diagnoses 6. Allowance for states to cover services provided by qualified inpatient psychiatric hospitals with 50% match for up to 30 consecutive days and 90 days total per year 7. Defunding of Planned Parenthood for one year 8. Funding increases for Community Health Center program 9. Other changes, including to presumptive eligibility, retroactive eligibility, FMAP bump for HCBS, provider taxes

all Committee Republicans) May 23 based on our capped funding principles, urging

1. Preservation of state option to expand Medicaid 2. Preservation of federal funding and protections for plans, providers, and enrollees under per capita allotment structure 3. Stability for health insurance Marketplaces and affordability for consumers 4. Hold a productive dialogue with Congress, governors, and other stakeholders

• Press statement June 22 expressing our “deep concern with the impact the

Senate’s BCRA will have on the Medicaid program and the nation’s most vulnerable citizens

Work to Improve Medicaid & Chip Continues

• Actuarial soundness legislation to ensure

appropriate payment to plans, providers, and access to enrollees

• Stabilize Medicaid and CHIP Act of 2017 re-

introduced in May

• Medicaid and CHIP Quality Improvement Act of

2017 re-introduced in June

• Recall September 2016 coalition letter to Congress with

CHIP funding extension quality recommendations included MCQIA for kids.
