  • The Marine Highway System consists of the vast majority of

U.S. navigable waterways including our inland waterways coastlines and the Great Lakes.

America’s Marine Highway (AMH) Program

  • The AMH Program has three steps –
  • 1. Route designation: A commercially navigable waterway in

the U.S. that is capable of moving freight is designated by the USDOT Secretary as an AMH Route.

  • 2. Project designation: A public entity applies for a new or

expanded marine highway service along a designated AMH Route are then designated as an AMH Project.

  • 3. Federal Support: Applicants of designated AMH Projects or

private partners with sponsorship from a public entity can then apply for AMH Grant funding.

U.S. & Canadian Partnerships

  • Current authorization allows the Marine Highway Program

to interact with Canadian Ports in the Great Lakes on the St Lawrence Seaway System (M-90)

  • MARAD is exploring options to interact with Canadian

Ports within the Salish Sea/ Puget Sound region

– There is significant freight movement at land border crossings – Good potential for congestion relief & other public benefits using the M-95 – Will need legislative change to the Program to implement

  • Participate in The Highway H2O Conference which is held

annually in November

COVID-19 Response

  • Agency transitioned to max-telework with limited loss of production –

even held a virtual Maritime Day (Virtual National Maritime Day).

  • MARAD led a significant number of national & regional engagements

to catalog and monitor COVID-19 impacts to the marine transportation system.

  • Working with international groups on mariner crew change issues.
  • Continued to monitor and support current grant programs, MTSNAC

and other critical missions, including hurricane response.

  • MARAD distributed 2.4 million cloth face masks provided by FEMA for

distribution to MTS stakeholders nationwide.

  • Graduated 200 new licensed mariners from U.S. Merchant Marine

Academy on June 15.
