Manufacturing Training Academies

Successful grantees will:

  • develop manufacturing training programs that are not broadly available in

their region

  • work with manufacturers in the region to meet workforce needs
  • attract students from across the region to participate in the program
  • CAREER agreement still holds
  • ffer training programs that fall outside of traditional community college

curriculum including:

  • shorter-duration certification programs
  • customized job training

recruitment and job placement, including with:

  • Private-sector employers
  • K-12 schools

Manufacturing Training Academies

This is a capital grant. Eligible uses for these funds include construction and durable equipment/fixtures:

  • architectural planning and engineering design;
  • site selection;
  • land and building acquisition;
  • demolition (in preparation for additional work);
  • site preparation and improvement;
  • utility work;
  • new construction of buildings and structures;
  • reconstruction or improvement of existing buildings or structure;
  • riginal furnishings and durable equipment;
  • replacement of currently utilized assets by a better asset;
  • expansion of existing buildings or facilities.

This is a capital grant. The following uses are NOT eligible for these funds:

  • Operational and administrative expenses;
  • Lease payments for rental of equipment or facilities;
  • Costs of staff or resident labor and material;
  • Expenditures to acquire or construct temporary facilities;
  • Purchase of automobiles, trucks, farm equipment, boats or rolling stock;
  • Livestock or laboratory animals;
  • Unpredictable or unusual legal expenses;
  • Costs for archaeological digs, research or exploration.

  • Private-sector funding and in-kind contributions, including donations and

fees for services

  • Partnerships with K-12 schools
  • Collaboration with Local Workforce Innovation Boards
  • Current scope of manufacturing training in the district measured in number of

students enrolled in and graduated from relevant programs and the number of faculty, including relevant experience and certifications

  • Recent or anticipated investments in manufacturing programs, facilities, and/or

Complete Risk Assessments

Internal Control Questionnaire (ICQ)

  • This questionnaire assesses the financial and

administrative risk of the entity.

  • Complete the FY2021 ICQ on the GATA Grantee Portal

Programmatic Risk Assessment

  • This questionnaire assesses an entity’s grant experience

and ability to administer the program.

  • Successful applicants will receive this assessment after

application submission Note: Results from the assessments help DCEO better manage a grantee, but will not result in disqualification.

Manufacturing Training Academies Merit Review

  • DCEO and ICCB will collaborate on a merit review of all applications.

Criteria for review will include:

  • Need (30 pts) – The applicant demonstrates the need in the region for the

unique manufacturing training program proposed.

  • Does programming fill workforce gap and impart marketable skills?
  • Are there partnerships demonstrating demand for what’s offered?
  • Capacity (35 pts) - The applicant demonstrates the ability to successfully

complete the project for which the funds are intended.

  • Current scope of manufacturing training
  • Demonstrated partnerships
  • Plan is feasible and steps have already been taken that demonstrate

ability to carry out project

  • Quality (35 pts) – The applicant demonstrates the totality of features and

characteristics described in the NOFO and submits a plan to create the manufacturing training academy.

  • Complete and detailed description of the use of the grant and the
  • fferings of the manufacturing training academy
  • Detailed plan for student outreach and recruitment
  • Anticipated students/trainees impacted per year

Accept the Grant Award

Notice of State Award (NOSA)

  • DCEO will issue a NOSA to successful grantees on the

GATA Grantee Portal

  • The NOSA will detail the program requirements and results

from the risk assessments. (Conditions may be imposed based on financial and programmatic risk)

  • Log onto the portal to review and “Accept” the NOSA.

Uniform Grant Agreement

  • The Uniform Grant Agreement (UGA) will be emailed to the

grantee’s contact person once the NOSA is accepted

  • An authorized person must print and sign the grant
  • agreement. (A wet signature is required.)

Reporting Requirements

Grantees funded through this NOFO must comply with post- award requirements, including:

  • Periodic Reporting - Grantees are required to submit

the Periodic Performance Report (PPR) and Periodic Financial Report (PFR).

  • Records retention - All records pertinent to this award must be

maintained for five years from the close of the grant.

  • Grant Monitoring – Grantees are subject to fiscal

and programmatic monitoring.

  • Audit Requirements – Grantees are subject to GATA and

federal audit requirements.
