Manufacturing Training Academies • Emerging technology is having a rapid impact on the manufacturing sector • Some common manufacturing skills, like welding, are widely available at community colleges, but training for many advanced manufacturing occupations requires significant investment in equipment and facilities • State-of-the-art training facilities can provide unique opportunities to residents and businesses in downstate Illinois 3

Manufacturing Training Academies • Specialized Manufacturing Training Academies would improve downstate Illinois’ manufacturing workforce by providing • Increased specialization in high-demand occupations • Increased industry support • Collaboration in workforce training • Talent pool for business attraction/retention • Initiative was described in the Governor’s Five-Year Economic Plan, issued in October 2019 4

  5. Manufacturing Training Academies • Who can apply? • Community college districts OR • Consortia of community college districts • The Department intends to award $15 million total through two capital grants 5

Manufacturing Training Academies • We will award one grant to each of two regions. • The state has been split into the “Central” and “Southern” region based on the relative scale of total community college enrollment in each region and geographic congruity Central Region Southern Region Black Hawk Kankakee Illinois Eastern Carl Sandburg Kishwaukee John A. Manufacturing Training Academies Successful grantees will: • develop manufacturing training programs that are not broadly available in their region • work with manufacturers in the region to meet workforce needs • attract students from across the region to participate in the program • CAREER agreement still holds • offer training programs that fall outside of traditional community college curriculum including: • shorter-duration certification programs • customized job training 8

  9. Manufacturing Training Academies (cont.) Successful grantees will: • develop extensive partnerships for curricular support, operational funding, recruitment and job placement, including with: • Private-sector employers • K-12 schools • Local Workforce Innovation Boards 9

  10. Manufacturing Training Academies This is a capital grant. Eligible uses for these funds include construction and durable equipment/fixtures: • architectural planning and engineering design; • site selection; • land and building acquisition; • demolition (in preparation for additional work); • site preparation and improvement; • utility work; • new construction of buildings and structures; • reconstruction or improvement of existing buildings or structure; • original furnishings and durable equipment; • replacement of currently utilized assets by a better asset; • expansion of existing buildings or facilities. 10

  11. Manufacturing Training Academies This is a capital grant. The following uses are NOT eligible for these funds: • Operational and administrative expenses; • Lease payments for rental of equipment or facilities; • Costs of staff or resident labor and material; • Expenditures to acquire or construct temporary facilities; • Purchase of automobiles, trucks, farm equipment, boats or rolling stock; • Livestock or laboratory animals; • Unpredictable or unusual legal expenses; • Costs for archaeological digs, research or exploration. 11

Manufacturing Training Academies Application: what to include • Uniform Grant Application - Completed and the signature page signed by an authorized representative • Uniform Budget - Completed and the Certification page signed by the CEO and CFO or its equivalent. • Conflict of Interest Disclosure - Completed and signed by an authorized representative • Mandatory Disclosure - Completed and signed by an authorized representative • Project Narrative – No limit on number of pages, spacing, font, etc. 13

Scope of the district’s current manufacturing workforce skills training programs and recent experience: • Nature of facilities, equipment and programming provided • Extent of industry and other partnerships in the region for manufacturing workforce training programs, including: • Curricular support and advisement from employers • Customized job training and apprenticeships • Private-sector funding and in-kind contributions, including donations and fees for services • Partnerships with K-12 schools • Collaboration with Local Workforce Innovation Boards • Current scope of manufacturing training in the district measured in number of students enrolled in and graduated from relevant programs and the number of faculty, including relevant experience and certifications • Recent or anticipated investments in manufacturing programs, facilities, and/or equipment • Experience administering grant funds 14

Proposed Manufacturing Training Academy Program • Clearly defined timeline of construction project and detailed budget for construction and durable equipment • Description of programming at the facility, including anticipated enrollment, faculty and staff requirements • Include a goal for enrollment of minorities and women • Demonstrate that programming will fill a gap of manufacturing workforce in the region • Demonstrate the expertise in the skills training curricula • Demonstrate the program is not otherwise available in the region • Demonstrate students will gain marketable skills valued by regional employers 15

Manufacturing Training Academies Project Narrative (cont.) • Extent of planned industry and other partnerships in the region to support the Manufacturing Training Academy, including: • Curricular support and advisement form employers • Customized job training and apprenticeships • Private-sector commitment for funding and in-kind contributions, including donations and fees for services • Partnerships with K-12 schools • Collaboration with Local Workforce Innovation Boards • Ability to assemble qualified instructors knowledgeable about modern manufacturing operations • Plan for outreach and recruitment of students for manufacturing training programs • Including recruitment of women and minorities • Plan to establish metrics to gauge program success 16

Manufacturing Training Academies Application Submission • Applicants should submit one electronic copy to: CEO.MFGacademies@illinois.gov • The email should be labeled “Manufacturing Training Academies NOFO Application” in the subject line. • Application packets must be received in whole by January 31, 2021 at 5:00pm 17

  18. Complete Risk Assessments Internal Control Questionnaire (ICQ) • This questionnaire assesses the financial and administrative risk of the entity. • Complete the FY2021 ICQ on the GATA Grantee Portal Programmatic Risk Assessment • This questionnaire assesses an entity’s grant experience and ability to administer the program. • Successful applicants will receive this assessment after application submission Note: Results from the assessments help DCEO better manage a grantee, but will not result in disqualification. 18
