Motion ¡to ¡be ¡considered: ¡ ¡ ¡ All ¡students ¡new ¡to ¡GRCC ¡are ¡required ¡to ¡attend ¡a ¡mandatory ¡New ¡Student ¡Academic ¡and ¡ Financial ¡Advising ¡session ¡prior ¡to ¡enrollment ¡in ¡courses. ¡ ¡Excluded ¡from ¡this ¡policy ¡are ¡students ¡ who ¡transfer ¡in ¡12 ¡credits ¡taken ¡at ¡another ¡college. ¡ ¡New ¡students ¡who ¡enter ¡with ¡a ¡high ¡school ¡ GPA ¡of ¡3.0 ¡or ¡higher ¡will ¡have ¡the ¡option ¡to ¡participate ¡in ¡an ¡online ¡version ¡of ¡the ¡New ¡Student ¡ Academic ¡and ¡Financial ¡Advising ¡program. ¡ ¡An ¡appeal ¡may ¡be ¡made ¡to ¡participate ¡in ¡the ¡online ¡ version ¡if ¡the ¡student ¡has ¡extenuating ¡circumstances ¡and ¡cannot ¡attend ¡the ¡in ¡person ¡event ¡ (e.g., ¡currently ¡deployed ¡in ¡military, ¡only ¡taking ¡classes ¡at ¡a ¡distance, ¡etc.). ¡ ¡These ¡appeals ¡need ¡ to ¡made ¡to ¡the ¡Director ¡of ¡Admissions ¡and ¡Enrollment. ¡ ¡ Background, ¡Rationale ¡& ¡Proposed ¡Program ¡Model: ¡ ¡

• 1. The ¡over ¡arching ¡objective ¡of ¡this ¡work ¡is ¡to ¡eliminate ¡the ¡chaos ¡of ¡starting ¡college ¡for ¡

new ¡students. ¡ ¡Institutions ¡that ¡have ¡been ¡successful ¡in ¡improving ¡new ¡student ¡success, ¡ such ¡as ¡Valencia ¡College, ¡focused ¡on ¡the ¡starting ¡experience ¡of ¡their ¡students. ¡ ¡This ¡was ¡ the ¡central ¡observation ¡cited ¡when ¡the ¡Aspen ¡Award ¡was ¡given ¡to ¡Valencia ¡for ¡ improving ¡student ¡success. ¡ ¡

• 2. Overview ¡of ¡Work ¡Leading ¡Up ¡to ¡Mandatory ¡Orientation ¡Recommendation ¡
• a. Originally, ¡this ¡work ¡was ¡taken ¡up ¡under ¡a ¡College ¡Action ¡Project ¡during ¡the ¡

2010-­‑11 ¡academic ¡year. ¡ ¡This ¡CAP ¡was ¡titled, ¡New ¡Student ¡Success. ¡

• b. Throughout ¡the ¡2010-­‑11 ¡academic ¡year ¡this ¡CAP ¡team ¡met ¡to ¡review ¡GRCC ¡

institutional ¡data ¡related ¡to ¡our ¡new ¡student ¡experience ¡(enrollment ¡figures, ¡ CCSSE, ¡SENSE, ¡etc.) ¡and ¡national ¡and ¡regional ¡new ¡student ¡benchmark ¡programs ¡ in ¡order ¡to ¡develop ¡recommendations ¡on ¡new ¡program ¡models ¡and ¡processes ¡ that ¡will ¡increase ¡our ¡new ¡student ¡success. ¡ ¡ ¡

• a. Our ¡current ¡orientation ¡program ¡only ¡serves ¡about ¡60% ¡of ¡our ¡new ¡students ¡(for ¡

instance ¡in ¡Fall ¡2010 ¡– ¡2,830 ¡student ¡attended ¡orientation ¡out ¡of ¡4,754 ¡new ¡ students ¡during ¡this ¡semester). ¡ ¡In ¡addition, ¡our ¡program ¡ends ¡in ¡early ¡August ¡ and ¡provides ¡no ¡formal ¡program ¡for ¡our ¡highest ¡need ¡student ¡(i.e., ¡late ¡ registrants) ¡

• b. When ¡students ¡attend ¡orientation ¡their ¡primary ¡objective ¡is ¡to ¡meet ¡with ¡an ¡

advisor ¡and ¡to ¡select ¡classes ¡– ¡our ¡current ¡model ¡does ¡not ¡deliver ¡information ¡in ¡ a ¡timely ¡and ¡developmentally ¡appropriate ¡manner. ¡ ¡For ¡instance, ¡when ¡students ¡ attend ¡orientation ¡in ¡early ¡May ¡they ¡are ¡focused ¡on ¡their ¡advising ¡discussion ¡ and ¡need ¡to ¡register ¡for ¡classes ¡and ¡we ¡feel ¡we ¡provide ¡too ¡much ¡information ¡ which ¡is ¡less ¡likely ¡to ¡be ¡retained. ¡

• c. Our ¡analysis ¡of ¡institutional ¡and ¡national ¡data ¡suggests ¡that ¡our ¡students’ ¡under ¡

preparedness ¡exceeds ¡the ¡impact ¡that ¡a ¡four-­‑hour ¡orientation ¡program ¡can ¡

• vercome. ¡ ¡The ¡advisory ¡team ¡does ¡not ¡believe ¡that ¡mandating ¡an ¡orientation ¡

program ¡unto ¡itself ¡will ¡have ¡any ¡significant ¡bearing ¡on ¡new ¡student ¡success. ¡

• d. In ¡past ¡CCSSE ¡and ¡SENSE ¡findings, ¡our ¡students ¡report ¡that ¡they ¡already ¡attend ¡
• rientation ¡at ¡a ¡higher ¡rate ¡than ¡our ¡cohort ¡institutions ¡but ¡under ¡report ¡their ¡

interaction ¡with ¡academic ¡and ¡financial ¡aid ¡advising. ¡ ¡Although ¡we ¡cover ¡most ¡(if ¡ not ¡all) ¡of ¡the ¡information ¡mentioned ¡in ¡this ¡nationally ¡benchmarked ¡survey ¡on ¡ new ¡student ¡engagement, ¡the ¡following ¡areas ¡of ¡the ¡2011 ¡SENSE ¡findings ¡ showed ¡we ¡were ¡significantly ¡lower ¡than ¡those ¡institutions ¡in ¡our ¡cohort ¡group: ¡

• i. A ¡college ¡staff ¡member ¡helped ¡me ¡determine ¡whether ¡I ¡qualified ¡for ¡

financial ¡assistance ¡

• ii. An ¡advisor ¡helped ¡me ¡to ¡select ¡a ¡course ¡of ¡study, ¡program, ¡or ¡major ¡
• iii. An ¡advisor ¡helped ¡me ¡to ¡identify ¡the ¡courses ¡I ¡needed ¡to ¡take ¡during ¡my ¡

first ¡semester ¡

• iv. A ¡college ¡staff ¡member ¡talked ¡with ¡me ¡about ¡my ¡commitments ¡outside ¡
• f ¡school ¡(work, ¡children, ¡dependents, ¡etc.) ¡to ¡help ¡me ¡figure ¡out ¡how ¡

many ¡courses ¡to ¡take ¡ ¡ ¡

• 4. After ¡a ¡year ¡of ¡review, ¡research ¡and ¡deliberation, ¡these ¡are ¡the ¡recommendations ¡that ¡

the ¡team ¡advanced. ¡ ¡These ¡were ¡reported ¡to ¡Dean’s ¡Council ¡on ¡8/11/11 ¡in ¡a ¡Closing ¡a ¡ Cap ¡document. ¡ ¡These ¡recommendations ¡reflect ¡that ¡the ¡CAP ¡team ¡did ¡not ¡feel ¡that ¡new ¡ student ¡success ¡would ¡be ¡impacted ¡by ¡one ¡program. ¡ ¡Rather, ¡a ¡sequenced ¡and ¡well ¡ coordinated ¡series ¡of ¡events, ¡communications ¡and ¡engagement ¡opportunities ¡would ¡be ¡ far ¡more ¡successful: ¡

• a. Require ¡that ¡all ¡students ¡new ¡to ¡GRCC ¡attend ¡an ¡academic ¡and ¡financial ¡aid ¡

advising ¡session ¡(i.e., ¡mandatory ¡orientation) ¡prior ¡to ¡enrolling ¡in ¡classes. ¡ ¡In ¡the ¡ case ¡of ¡fall ¡start ¡students ¡we ¡would ¡begin ¡offering ¡these ¡sessions ¡as ¡early ¡as ¡ March ¡and ¡continue ¡throughout ¡the ¡summer. ¡ ¡A ¡hold ¡would ¡be ¡placed ¡on ¡all ¡ new ¡students’ ¡accounts ¡until ¡this ¡program ¡is ¡completed. ¡ ¡Due ¡to ¡capacity ¡in ¡ academic ¡advisors/counselors, ¡this ¡program ¡will ¡need ¡to ¡occur ¡in ¡small ¡groups ¡ (not ¡the ¡one-­‑on-­‑one ¡advising ¡model ¡that ¡is ¡currently ¡offered ¡during ¡orientation). ¡ ¡

• students. ¡
• b. Develop ¡and ¡offer ¡an ¡online ¡orientation ¡that ¡could ¡be ¡completed ¡by ¡students ¡

with ¡higher ¡readiness ¡levels ¡(entering ¡HS ¡GPA ¡of ¡3.0 ¡or ¡higher) ¡in ¡lieu ¡of ¡the ¡ face-­‑to-­‑face ¡program ¡model. ¡ ¡This ¡will ¡decrease ¡the ¡number ¡of ¡students ¡ requiring ¡face ¡to ¡face, ¡allow ¡more ¡students ¡to ¡complete ¡the ¡process ¡earlier, ¡and ¡ allow ¡us ¡to ¡leverage ¡technology ¡to ¡serve ¡more ¡student ¡quickly. ¡ ¡An ¡assessment ¡ will ¡be ¡used ¡to ¡determine ¡that ¡students ¡met ¡the ¡specified ¡learning ¡outcome ¡ needed ¡to ¡remove ¡the ¡registration ¡hold. ¡

• c. Provide ¡ongoing ¡registration ¡assistance ¡through ¡the ¡enrollment ¡center, ¡print ¡

publications, ¡and ¡online ¡tutorials/demos ¡to ¡assist ¡students ¡with ¡navigation ¡of ¡ the ¡online ¡student ¡center ¡as ¡a ¡new ¡student. ¡

• d. Develop ¡new ¡fall ¡readiness ¡programs ¡(similar ¡to ¡the ¡current ¡Raider ¡Rally) ¡closer ¡

to ¡the ¡start ¡of ¡each ¡semester ¡to ¡allow ¡new ¡students ¡to ¡become ¡oriented ¡to ¡ campus ¡services ¡and ¡programs. ¡ ¡In ¡addition, ¡redesign ¡online ¡orientation ¡ materials ¡to ¡provide ¡an ¡interactive ¡and ¡comprehensive ¡orientation/readiness ¡ experience ¡for ¡new ¡students. ¡ ¡ ¡

• e. Require ¡that ¡all ¡new ¡students ¡enroll ¡in ¡a ¡First ¡Year ¡Experience ¡course ¡(CLS ¡100 ¡or ¡

PY ¡097) ¡– ¡parameters ¡for ¡participation ¡will ¡need ¡to ¡be ¡defined ¡(e.g., ¡all ¡FTIAC ¡ students, ¡students ¡who ¡transfer ¡in ¡less ¡than ¡9 ¡credits, ¡students ¡who ¡enroll ¡in ¡ more ¡than ¡6 ¡credits ¡during ¡their ¡first ¡semester, ¡etc.). ¡ ¡*Recently ¡passed ¡by ¡AGC. ¡ f. • g. Implement ¡new ¡programs ¡that ¡support ¡FYE ¡courses ¡and ¡encourage ¡greater ¡

• d. Develop ¡implementation ¡schedule ¡of ¡mandatory ¡model ¡that ¡considers ¡massive ¡

Completion ¡Agenda ¡research ¡and ¡reports ¡on ¡best ¡practices ¡

• ii. Achieving ¡the ¡Dream ¡also ¡suggests ¡that ¡mandatory ¡new ¡student ¡

programs ¡can ¡lead ¡to ¡stronger ¡student ¡success ¡rates ¡-­‑ ¡San ¡Jacinto ¡ College ¡as ¡an ¡example ¡saw ¡5% ¡increase ¡in ¡fall ¡to ¡spring ¡retention ¡ through ¡new ¡mandatory ¡orientation ¡and ¡an ¡FYE ¡course. ¡ ¡Benchmark ¡ programs ¡often ¡cite ¡mandatory ¡orientation ¡as ¡a ¡critical ¡element ¡to ¡ improve ¡student ¡success. ¡

• iii. CCSSE’s ¡findings ¡consistently ¡demonstrates ¡that ¡two ¡year ¡students ¡are ¡

much ¡less ¡likely ¡to ¡participate ¡in ¡valuable ¡programs ¡and ¡services ¡unless ¡ they ¡are ¡mandatory. ¡
