Aims and objectives of the Project

Need for improving of the academic education capacity in the countries in the process of joining the EU in order to meet new needs and challenges in Europe. The project can contribute to this by means of enhancing the capacity building in the field of academic and professional education in the area of Safety & Security. Goals are sublimated in tree major deliverables:

  • D1: COURSES & STUDY MODULES – based on the Study Partner in the area of Safety & Security successfully

leaded by European Universities (Germany, Italy, France, Poland) will be included into curricula of Serbia’s universities.

  • D2: REGIONAL CENTER FOR TRAINING & EDUCATION IN THE AREA OF SAFETY & SECURITY (TESS) – creating a

platform where Serbian’s students will be able to acquire experience in a practical way by attending workshops, simulation exercises including usage of the most advanced techniques & technologies in the area (agent-based modelling, data mining, web semantics, image processing, AI, interactive visualization, etc.).

  • D3: MODEL FOR THE OTHER UNIVERSITIES with results and experiences coming from the project (in line with

the EU law regulations) which allow to organize trainings to improve quality of learning and ensure better preparedness for future specialists when dealing with natural and man-made disasters (including also industrial accidents).

Aims and objectives

The project intends to have profound impact not only onto the educational infrastructure in Serbia, but also onto the overall safety/ security situation and infrastructures ensuring it. It will be achieved primarily by: a) alignment with the EU practices and, b) including the most advanced state-of-the-art studies. Intention is also to spread results in the region and to create room for education of the groups “with less opportunities”. New set of courses is expected to introduce new or substantially innovated modules or study Partners particularly in the area of Health & Safety. This action tends to close educational gap in the sphere of Safety in Serbia. Courses for application of ISO 18000 OHSAS and ISO 27000 (information security management) would be specially designed in cooperation with European partners because of complete lack of education in that field in Serbia. About 20% places in those two courses would be offered on the expense of Faculties to the unprivileged people like refugees or disabled (crippled) ones. This action is dedicated to close educational gaps and support previously disadvantaged population.

Aims and objectives

Improvements of courses in the field of Security and in particular for firefighting, flooding, protection of critical infrastructure, health security, antiterrorist security and governance of security is expected to elevate quality of education and skills of Serbian students onto European level. Introduction of simulations, e-learning, distance learning, dedicated websites

  • etc. would change educational and training content as well as pedagogical
  • approach. Practical knowledge and skills will get more important role and lead

to the improvement of overall capabilities. Possibility to simulate real situations can also have impact on solution of real problems and improvements in legislation and infrastructure development.

Working methodology

Tasks:

  • UNDERSTANDING AND DEFINING THE PROJECT: The goals and vision are established for the project to

ensure that all Erasmus + requirements are captured and understand prior to the key execution stages. Recognition of success and acceptance criteria is the part of it.

  • ANALYSES: According to workshops (consultation) outcomes, solutions with highest functionality,

effectiveness and efficiency will be defined and prearranged for execution. Analyses includes training modules and courses content and feasibility analyses, and technical solutions analyse in the case of selection of software and hardware for the TESS.

  • PLANNING & SCHEDULING: Project schedules include appropriate milestones, for reporting progress
  • against. Inputs and responsibilities, will also be placed on the timeline to ensure everyone is informed
  • f the deadlines. When setting up milestones and delivery deadlines, risk assessment will take place to

diminish chances of unsuccessful completion of milestones. Detailed actions to counter the risks and identify responsibilities will be defined. Roles & Responsibilities document is to be developed.

Working methodology

  • RESOURCE MANAGEMENT: Every participant has a dedicated project manager and

coordinator has overall project manager. The project managers will assemble teams suitable for the requirements of the project, using specialist skills to ensure a full set of expertise is available for the project. The project manager clearly allocates responsibilities, tasks and deadlines to the project team.

  • EXECUTION:

Courses and modules preparation, Lecturers training, simulation lab establishment, results dissemination are the main activities to be executed. After execution of any of the activities feedback has to be provided to the Project management.

  • REPORTING & TRACKING: Project reports will be provided based on regular internal reviews,

which will ensure that all actions are meeting planned timelines. Where appropriate, extra resources will be assigned to remedy any overrun at the earliest possible time. The up to date and accurate records on spend on the project will be kept.

Working methodology

  • CHANGE MANAGEMENT: At the early stage of the project all requirements should be identified,

however it is understandable that the scope of some project activities can be subject to change for a number of reasons. Where feasible, new requirements will be accommodated but only after consultations with coordinator project manager. Where new requirements can be accommodated, and the Project manager has confirmed cost, and impact on the timeline, this will be documented. This method of change management will enable to keep a firm track of cost and the timeline, while allowing to deal more efficiently with new requirements.

  • DOCUMENTATION: The standard notation for defining document versions that allows all parties to

easily identify the most recent files and times of major change will be used. Standard and exemplary documents including power point presentations will be developed to sustain quality and informativeness.

  • SECURITY/CONFIDENTIALITY: If there will be a need for security and confidentiality when

undertaking sensitive or innovative information participants will sign up Non-Disclosure Agreements

  • r any other required document. Previous cannot be the case for courses and training material

content or any other information that should be public in accordance with Erasmus + project guideline.

Working methodology

  • DELIVERY: Throughout the project each milestone will be checked and tested.

Students will play a role of a “user testers” and will test quality of deliverables (curses, modules, exercises etc.).

  • WORKSHOPS: This coordination and brain-storming tool will be used to clarify

inputs, do necessary consultations, make joint decisions, understand requirements and possibilities. Workshop brief will be written outcome of the workshops which will detail requirements in the terms of objectives, context, content, style and technical considerations. This document will be approved by Project manager, prior to being used as a guidance document for execution.

  • HANDOVER: All results would be presented and delivered to the “Employer”.

Project management

STEERING COMMITTEE- Members would be Rectors & Deans & Directors of the participating organizations and its role consist in project sponsoring, oversight, support and the resolution of the top issues.

PROJECT EXECUTIVE COMMITTEE (PEC) - All partners are going to appoint one member to the PEC who will be the project manager from their side. The Coordinator will appoint Overall Project Manager. One of the partners will appoint his deputy. This body is going to manage the project operationally in order to achieve goals on time and with quality within budget limitations. Participant's project managers are responsible for deliveries and resource management of their organizations.

Project management

The Partnership Agreement (PA) will be signed between coordinator and other partners of the

accounting, book-keeping and reporting principles, IPR issues, conflict resolution, relevant and applicable law.

Project management

Steering Committee (SC) meetings will take place once a year and upon necessity. The Project's progress monitoring and major issues resolution are the meetings rationale.

  • Predicted in the proposal form of the statute

The Project Executive Committee (PEC) will have video or vebex (electronical) meetings on monthly bases. Meetings in person will be held at least once in every 6 months and whenever it is necessary.

Both Boards will make decisions on the basis of consensus in principle and in case of different

  • pinions by majority vote. Each member of the board has a single vote.

Special "issue resolution” or “risk reduction” meetings will be set up in the case of serious difficulties.

Cooperation and Coordination

Joint (team) development and implementation of all project tasks & activities should be an important instrument to achieve the project

  • bjectives because it would reduce unclarity and differences and conflicts
  • consequently. Workshops will be held in that regard, chiefly at the

beginning of the project and at some project phases.

  • Already done with R-tech KG, UB -FB, UNID, UESK, BMU

Workshops will be organized with the leadership of Erasmus financed projects in Serbia (Be-Open (Open Science stipulated by the PP) and K- force, primeraly) to avoid possible overlaps and find areas for cooperation.

  • Already contacted ISSES, NatRisk, Be-Open (Open Science stipulated by the PP)

and K-force planed workshop for 15.12.2017.

For the sake of enhancing project management effectiveness and efficiency as well as coordination and communication, SHB is going to provide all the participants with the access to it's project management web based tool.

Sustainability, review and Milestones

The project participants will continue with assessing the success of the project deliverables and spotting opportunities for improvement and development. Major milestones are determined to reflect completion of the proposed work packages. Project end is milestone for WP6 – Quality Plan and WP8 – Management. Measurable indicators for realization of work packages are: WP1 – no of workshops and coordination meetings held versus planed and timeline esteem, WP2 – no of agreements concluded, no of documents accepted and timeline esteem, WP3 – no of modules and courses transponded versus planed and timeline esteem, WP4 – No of courses held and participants attended versus planed and timeline esteem, WP5 - No of Safety & Security risks that can be cowered by simulation and practical exercises versus planed and timeline esteem, WP6 – no of non-conformances and negative courses & trainings evaluation, WP7 – No of EU tools and medias used versus planed and timeline dissemination, WP8 – No of corrective actions set in place, budget execution on time and within limits.

  • Set of KPIs was established for more comprehensive evaluation of particular activities.
