Purpose: To coordinate public transit, trail, sidewalk, bikeway and roadway systems to create a robust and seamless regional transportation network that is safe and convenient, and that supports pedestrian and bicycle transportation. Vision: The Lehigh Valley is a place where a growing number of people of all ages and abilities choose walking, rolling, bicycling and public transit as a safe and convenient daily option for commuting, enjoyment, exercise or mobility. Goals: Safety and Accessibility; Convenience and Connectivity; Seamless Multimodal Integration; Regional Coordination; Culture; Equity; Air Quality and Climate; and Emerging Technologies

Pedestrian Network Recommendations
- A high quality pedestrian network is safe, comfortable, connected, accessible,
attractive intuitive and well-maintained
- Priority Pedestrian Areas
- Have relatively high existing or potential pedestrian volumes
- May include an entire neighborhood or one block that serves as a “Main
Street” for the surrounding community

What is the Transportation Improvement Program?
A four-year financial plan for Lehigh and Northampton counties, developed by the Lehigh Valley Transportation Study (LVTS). The 2021-2024 TIP consists of approximately $451 million that will be invested into priority transportation programs, construction projects or studies, and any significant regional projects that aren’t federally funded.

- Allows use of Federal funds on transportation projects for the
Lehigh Valley
- Projects on the Long-Range Transportation Plan are then eligible
for TIP federal funding
- Prioritizes infrastructure priorities by inclusion for funding

- FHWA ~ 80% funding
- Pennsylvania Department of Transportation (PennDOT) + Local

Project Selection Process
These steps were implemented during the project selection process:
- 1. Call for Projects — Open call for Long-Range Transportation Plan projects out
to public requesting federally eligible transportation projects.
- 2. Project evaluation process — LVTS evaluated each project submitted
- 3. Project ranking — Projects were then awarded detailed scores, ranked by
consideration for its category of investment type, and prioritized.
- 4. Preliminary findings — A three-day open, public comment event enabled all
eligible applicants to present project proposals and discuss them with LVTS committee members and the public. LVTS then analyzed the proposals and checked for consistency with overall regional priorities, all operating within defined fiscal constraints. Any qualified project that could not be funded was added to an unmet needs list of projects that can be considered for future funding.
- 5. Adoption — The final list of Long-Range Transportation Plan projects was
adopted by LVTS on October 2, 2019

Transportation Performance Management (TPM)
Transportation performance management is an approach to managing transportation system performance outcomes . FHWA defines TPM as a strategic approach that uses system information to make investment and policy decisions to achieve national performance goals. Components of TPM
- Is systematically applied, a regular ongoing process
- Provides key information to help decision makers allowing them to understand the
consequences of investment decisions across transportation assets or modes
- Improving communications between decision makers, stakeholders and the traveling
public.
- Ensuring targets and measures are developed in cooperative partnerships and based
- n data and objective information

Performance Measure (PM-1)
The Safety PM Final Rule establishes five performance measures as the five-year rolling averages to include: Annual safety and crash metrics that support a five-year baseline reduction in:
- Number of fatalities from automobile accidents by 1%
- Rate of fatalities from automobile accidents by vehicle miles travelled
by 2%
- Number of serious injuries from automobile accidents by 15%
- Rate of serious injuries from automobile accidents by 13%
- Number of non-motorized fatalities and serious injuries by vehicle
miles traveled by 15%
Performance Measure 2 (PM-2)
Annual pavement and bridge quality standards for four-year baseline improvements targets are:
- Percentage of non-interstate roads in ‘good condition’ at 33.0%
- Percentage of non-interstate roads in ‘poor condition’ at 5.0%
- Percentage of non-interstate bridge in ‘good condition’ at 26.0%
- Percentage of non-interstate bridge in ‘poor condition’ at 6.0%
Performance Measure 3 (PM-3)
Four-year traffic delay measures targets of:
- Traffic time reliability of all vehicles on non-interstate roads at 87.4%
- Truck traffic time reliability index of 1.34
Four-year congestion mitigation and air quality (CMAQ) performance limits where vehicle emission budgets for:
- Daily ozone volatile organic compounds (VOC) levels of 21.5 kilograms
- Daily nitrogen oxide (NOx) levels of 104.4 kilograms
- Daily particulate matter (PM2.5) levels of 4.4 kilograms
Air Quality Conformity Analysis
- Required by Law
- Clean Air Act Amendment (1990)
- Based upon emissions budgets
- Conforming Transportation Activities Will Not:
- Cause New Air Quality Violations
- Worsen Existing Violation(s)
- Delay Timely Attainment of National Ambient Air Quality Standards
- Secure Federal Funding and Approval for Road, Rail, Pedestrian,
Bike, Bridge and Transit Projects
- National Ambient Air Quality Standards (NAAQS) required analyses
- 2008 8-Hour Ozone (Nonattainment). Precursors to ozone are VOC and NOx.
- 2006 24-Hour PM2.5 (Maintenance). Fine Particulate Matter (PM2.5)
