About Mission To further child well-being by advancing the health, education, safety and development of Missouri children and their families, especially those who are at-risk because of poverty, abuse, neglect, racial inequities or other risk factors. Vision That Missouri children have the opportunity to be healthy, happy and successful. History • Started in 2013 • 100+ organizational members • Determine our priorities annually through a collaborative process of stakeholders

HB 1414 (Additional) • Child Care Provider Changes • Removes requirement for 2-year license renewal • Updates/streamlines list of crimes for those ineligible for providing child care • Clarifies procedures and designated department to oversee the background check process • Updates appeal process for background check • Recommendations from: Governor’s Child Care Working Group (June 2019)

HB 1414 (Additional) • Homeless Youth Provisions • Allows for a homeless youth to obtain mental health services • Allows a homeless youth to obtain a free copy of their birth certificate from DHSS • A homeless youth who is 19 or 20 shall be eligible for MO HealthNet, subject to a state plan amendment approval • Expands letter/certification verifying someone is an unaccompanied minor (homeless nonprofit, LEA, attorney) • Provides immunity to providers who serve the unaccompanied minor as long as the providers act in good faith

HB 1682 (Relating to Health Care) • Provisions Which Interact With Children • Designations for health awareness • May: Mental Health • July: Minority Mental Health • September: Deaf / Infant & Maternal Mortality • Requires CPR trainings to include proper use of AED (automated external defibrillator) • Prohibits use of vapor products in an indoor area of schools or on a school bus • Prohibits marijuana-infused products that could appeal to children (shaped like humans, animals, fruit)

HB 1682 (Relating to Health Care) • Continued: • Postpartum Depression Care Act • Encourages providers to invite women to complete a questionnaire designed to detect the symptoms • Requires that prior to discharge from a hospital facility that women and other family members receive information • Subject to federal approval and appropriations, allow for pregnant women who receive mental health treatment within 60- days of giving birth for postpartum depression or related mental health conditions to be eligible for Mo HealthNet benefits for mental health services for this treatment for up to 12 months

What Didn’t Pass • 12-month continuous eligibility for children • GAL Accountability Reforms • Early Childhood Governance Reforms • Additional burdens for those receiving SNAP, Medicaid • Allowing parents to record IEP/504 meetings • Unified rules around utilization of seclusion/restraint rooms in K-12 settings

Pandemic-related assistance • Expanded eligibility for child care subsidy for parents • Pandemic SNAP Assistance through June • Pandemic-EBT for Free/Reduced Lunch Children • 12-month Continuous Eligibility for MoHealthNet • FSD waiving work requirements for TANF recipients • Congregate Food Settings from USDA Waived • Several WIC-related waivers

Pandemic-Related Economic Impact (differences between Feb and April) • Increase of children enrolled in MoHealthNet by 32,000 • Increase of Food Stamp Families by 51,000 • Increase in Food Stamp Individuals by 95,000 • Children in foster care numbers stagnant • Decrease in the children receiving subsidized child care by 700 • 9.8% unemployment rate for April • May state revenue numbers down 22%
