 Local Emergency Management and Government Officials are in

charge of all related activities at the local level when there is an event.

 The Village or City will direct their resources to respond and

resolve the issue(s) of the event.

 If the local entity becomes overwhelmed they will request

assistance from the county.

 If the local entity and the county are unable to meet the needs

  • f the event they can call upon the state to assist.

 The local entity as well as the county must issue a emergency

declaration.

 The Governor then authorizes state resources to be utilized.

The Disaster Event Occurs Natural or Man Made

  • Local and county resources become
  • verwhelmed; state assistance requested
  • State resources respond and can meet the

needs of the event

  • If the state’s resources cannot, federal

assistance can be requested.

 Initial PDA conducted by the State to determine dollar

figure of damages and impacts to the effected location(s); may remain a state level disaster

 If State believes the damages and impact should reach

the level of a federal declaration a joint NEMA/FEMA PDA is conducted

 Once the joint PDA is completed the dollar figures and

impacts are calculated and a report is sent to NEMA; based on this information a request is or isn’t sent to the President by the Governor.

 After the Preliminary Damage Assessment(s), if

the damages reach the state threshold dollar amounts and have exceeded the State’s capability, the Governor can request a Major Disaster Declaration

 Current State threshold amount is $1.39 per

capita in loss.

 Current County threshold amount is $3.50 per

capita in loss.

 The date of the declaration is the starting point

for all disaster time limits.
