The Planning and Building Department’s goal is to make Stephenville safe, livable, and attractive by promoting orderly growth and development, safe construction and neighborhood vitality. Planning and Zoning: Zoning, Subdivision Regulations, Comprehensive Plan, Comprehensive Plan:
- The Comprehensive Plan is the City of Stephenville’s official guide for making
decisions about growth and development. The Plan is a summary of the goals,
- bjectives, policies, strategies, programs, and projects that will enable the city to
achieve its mission of focusing on the future, working together to build strong neighborhoods, develop a sound economy, and provide a safe community.
- The Texas Local Government Code establishes the legal basis for the
comprehensive plan. The code states that a municipality may adopt a comprehensive plan for long-range development. If a city adopts a comprehensive plan, it must be used as the basis of subsequent zoning
- amendments. The comprehensive plan is described as a plan for the orderly growth
and development of the city and its environs. The plan should “facilitate the movement of people and goods, and the health, safety, and general welfare for the citizens of the city.”

Future Land Use Plan The Future Land Use Plan serves as a guide for the City of Stephenville to help address issues such as physical factors and man-made constraints that influence development, demographic makeup of the city, existing land use patterns, and future growth and development opportunities. The Future Land Use Plan should be used as a guide for future zoning decisions. Council adopted the existing Future Land Use Plan 2009. Stephenville looks different! The Future Land Use Plan does not affect current resident’s property and does not affect current zoning.

Building Safety Building, Plumbing, Electrical and HVAC Permits and Inspections Building codes are sets of regulations governing the design, construction, alteration and maintenance of structures. They specify the minimum requirements to adequately safeguard the health, safety and welfare of building occupants.

Code Compliance consists of several elements. It not only includes removal of high grass and weeds, but includes regulations on the accumulation of rubbish and brush, parking on a grass surface, junk or abandoned vehicles, and dangerous buildings.

Current population is over 21,000; with school in- 24,000. There are 6,247 properties within the city limits. Just over half of the residential properties are rented properties. Over 2,350 violations were reported in 2017
